About The Position

This is responsible technical human resources work. An employee in this class works independently on individual assignments or assists professional staff in carrying out human resources activities for recruitment, selection, benefits, workers’ compensation, workforce development, classification and compensation. Works under general supervision with considerable opportunity for the use of independent judgment. Work is reviewed for technical quality, judgment and adherence to rules and standards.

Requirements

  • Graduation from an accredited high school or GED.
  • A minimum of three years of advanced level office support work paid experience in human resources administration, payroll, or other confidential personal data management or an equivalent combination of paid experience and college coursework.
  • Possession of a valid State of Ohio driver’s license.
  • Knowledge of relevant rules, regulations, policies and practices related to employee recruitment, selection, benefits, workers’ compensation, workforce development, classification and compensation.
  • Considerable knowledge of word processing, databases and spreadsheet software.
  • Skill in developing and conveying ideas and information through both written and verbal communications.
  • Skill in proofreading a variety of data for accuracy and completeness.
  • Skill in working with numbers, data and mathematical and percentage calculations common to human resources administration.
  • Skill in the use of personal computers and standard and customized business and HRIS software.
  • Skill in establishing and maintaining manual and computerized file and database systems.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to independently carry out, complete and follow up on assigned work.
  • Ability to maintain confidential information.
  • Ability to safely operate a motor vehicle.

Responsibilities

  • Participates in recruitment programs which may include visits to schools, universities, local organizations and job fairs.
  • Prepares job opportunity advertisements used to recruit for various positions as assigned.
  • Screens job applications against minimum qualifications and notifies applicants of their qualification status.
  • Assists in the preparation, scheduling, administration and grading of examinations.
  • Prepares and maintains eligibility lists for filling current and anticipated vacant positions.
  • Certifies eligible applicants to appropriate vacancies.
  • Receives, reviews, processes, verifies, and maintains confidential human resources related documents.
  • Schedules pre-employment processing which includes physicals, fingerprinting, drug testing and the completion of various forms.
  • Assists new employees with onboarding and the completion of required forms.
  • Prepares and/or processes personnel action forms.
  • Updates employee records to reflect changes in employee status, compensation, seniority, or other human resources related information.
  • Reviews City-wide payrolls for accuracy of pay rates, hours paid and leave time taken.
  • Gathers requested human resources data in response to employment verifications, records requests, investigations, or other legal or administrative proceedings.
  • Assists with processing forms related to workers’ compensation and other leave programs.
  • Reviews benefit coverage with new employees.
  • Assists in solving various benefits related problems.
  • Processes manual and computerized changes in benefits status for employees, retirees, spouses and dependents.
  • Assists individuals in the processing of forms and documents for retirement or upon the death of an active or retired employee.
  • Gathers and compiles information for reports.
  • Responds to inquiries by phone, in person, or through written correspondence.
  • Drives to meetings, trainings, various work sites, and recruitment events.
