About The Position

To perform clerical and administrative duties in support of the Human Resources Department. The employee in this class performs administrative clerical duties in operational support of the Human Resources Department. Responsibilities include creating and maintaining employee records including personnel files. Employee posts vacancy announcements and manages the applicant tracking and new hire processes in conjunction with hiring managers and senior human resources staff. Conducts background checks, creates ID badges, and assigns employee and time clock numbers, as part of the hiring and onboarding process. Collects and organizes timesheets. Processes employee changes relating to personal and payroll information. In addition, the employee performs typical office tasks such as filing, ordering office supplies, answering and routing phone calls, and greeting visitors to the Human Resources Department. Employee assists with employee events and recognition and safety/wellness programs. Duties are performed under the general supervision of the Human Resources Director and performance is evaluated through observation, conferences, reports, completion of goals, and the results of tasks performed.

Requirements

  • Graduation from high school or equivalency is required.
  • An equivalent combination of education and experience will be considered.
  • Valid North Carolina driver’s license

Nice To Haves

  • Completion of a human resources certificate program or graduation from an accredited community college or a college or university with a degree in human resources or other field with coursework in business management, human resources, or accounting preferred.
  • Local government human resources experience preferred.
  • North Carolina Notary Public preferred
  • SHRM, HRCI, or PSHRA (IPMA-HR) certification preferred

Responsibilities

  • Posts and maintains vacancy announcements; assists with the hiring and onboarding processes; conducts background checks and verifications of employment
  • Creates and maintains employee records such as personnel files and ID badges; assigns employee and time clock numbers; maintains necessary security of such records
  • Processes new hires, terminations, personnel action forms, and employee personal or payroll changes using appropriate forms and computer applications
  • Ensures deadlines are met for employment actions such as probationary increases, performance evaluations, merit increases, etc.
  • Reviews forms submitted to the department for accuracy and completeness
  • Collects and organizes timesheets; enters payroll changes; assists with payroll processing
  • Answers and directs incoming phone calls to the Human Resources Department; greets visitors to the department
  • Performs typical office tasks such as filing, ordering office supplies, copying documents, etc.
  • Assists with employee events and with the recognition and safety/wellness programs
  • Performs related tasks as required
