About The Position

Business Management Associates (BMA) is seeking an experienced Human Resource Specialist who will perform technical, analytical, consulting, and administrative services in support of the agency in accordance with office policies. The Human Resources Specialist provides comprehensive recruitment, staffing, and human resources support services to ensure effective workforce planning and talent acquisition. This role serves as a trusted advisor to management by applying HR principles, policies, regulations, and best practices to support organizational objectives. The HR Specialist is responsible for administering competitive and non-competitive personnel actions, conducting job analyses, supporting workforce planning initiatives, and ensuring compliance with applicable District, federal, and organizational personnel regulations.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
  • Experience supporting recruitment, staffing, and personnel administration functions.
  • Knowledge of HR recruitment, staffing, placement principles, practices, policies, and procedures.
  • Experience applying District, federal, and other applicable personnel laws, rules, and regulations.
  • Understanding of job analysis methodologies and position management concepts.
  • Knowledge of workforce planning, succession planning, and workforce development principles.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Proficiency with HRIS, applicant tracking systems, and Microsoft Office applications.

Nice To Haves

  • Professional HR certification such as PHR, SPHR, SHRM-CP, or SHRM-SCP.
  • Experience supporting public sector, government, or highly regulated environments.
  • Knowledge of classification and compensation practices.
  • Experience managing multiple recruitment and HR projects simultaneously.

Responsibilities

  • Manage full-cycle recruitment activities, including sourcing, screening, interviewing, selection, and onboarding.
  • Provide guidance to managers on recruitment, staffing, and placement strategies.
  • Develop and implement recruitment plans to attract qualified candidates for a variety of positions.
  • Coordinate competitive and non-competitive personnel actions in accordance with applicable policies and regulations.
  • Serve as a subject matter expert and advisor to management on HR policies, procedures, and workforce-related matters.
  • Interpret and apply District, federal, and organizational personnel laws, regulations, and policies.
  • Provide recommendations on organizational structure, staffing requirements, and workforce planning initiatives.
  • Assist leadership in resolving personnel and employment-related issues.
  • Conduct job analyses to support classification, recruitment, and workforce planning activities.
  • Develop and maintain position descriptions and job documentation.
  • Evaluate organizational needs and recommend position management solutions.
  • Ensure position requirements accurately reflect organizational objectives and workforce demands.
  • Support succession planning and workforce development initiatives.
  • Collaborate with leadership to identify current and future workforce needs.
  • Assist in developing strategies to address workforce gaps and talent pipelines.
  • Contribute to employee development and retention programs.
  • Ensure HR actions are processed accurately and in compliance with applicable regulations.
  • Maintain personnel records and documentation in accordance with organizational requirements.
  • Monitor changes to employment laws, regulations, and policies and recommend necessary updates.
  • Conduct audits and reviews to ensure compliance with HR policies and procedures.
