About The Position

This National Guard position is for a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT), Position Description Number D2950000 and is part of the NM HR Office, National Guard. The incumbent is the State Level Expert/point of contact on the State's Title 32 and Title 5 Civilian Training, Development, and Credentialing Program. Serves as the State's Training and Development Program Manager and advisor to key management on the full range of Human Resource Development (HRD) options for the workforce (Title 32/5 and Active Guard Reserve (AGR)). Provides HRD management advisory services to the senior leadership of the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Provides direct guidance to managers and supervisors on employee development. Has frequent contact with supervisors, managers, and employees regarding short- and long-range training objectives. May provide guidance for Continuation in Service Agreements, and available funding for training fees and travel. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives. Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources. May be a Training Government Purchase Card (GPC) holder. Maintains good standing by following GPC Program policy and guidelines. Develops various initiatives through the draft/implementation of state policy, and compliance reviews. Administers new or modified policy, systems, methods, and guidance to determine the impact on training and/or travel of employees. Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. These include advising management on responsibilities and assisting in unique career development needs and goals. Advise management on the full range of life cycle functions and assist management in accomplishing their human resources management responsibilities. Collaborates with other HR specialties as it pertains to employee development. Contributes to the establishment of local policies for payment and reimbursement of fees, travel, and training which impact work practices. Maintains individual critical system access through training for employee travel and purchase requisition. May be a travel authorization Reviewing Official (RO) or Approving Official (AO) and travel voucher RO in the Defense Travel System (DTS). Coordinates Joint (ARNG/ANG) civilian workforce training requests. Reviews, processes approval, coordinates registration, funds and processes payment of fees, coordinates travel reimbursement funding and approval for all Army NG Employee training requests. This includes providing guidance on employee training related to program requirements to successfully accomplish the state National Guard mission. Advises and provides direction to senior staff and organizational managers concerning areas of improvement. Designing, developing, conducting, and evaluating the effectiveness of training. Monitors compliance with negotiated agreements of labor organizations pertaining to training and development. Course Administrator for all in-house HRO courses to include the Supervisor Course. Duties include coordinating speakers, instructors, facilities, advertising, documenting attendance and analyzing evaluations. State Quota Source Manager for NG Employees requesting to attend Army Training Requirements and Resources System (ATRRS) courses. Analyzes, verifies, and validates student status codes, student change actions, seat assignments, program throughput, etc. to insure NG Employees are assigned to classes and data is accurate in ATRRS. Directly supports the NG Employees with ATRRS enrollment. Provides direct guidance on mandatory training. Provides opportunities for other career and retirement training. Provides career counseling to employees. Identifies realistic career objectives for obtaining required skills through training initiatives. Identifies training initiatives addressing new technologies, obsolete workforce skills, and the challenges of organizations in transition. Guides managers and supervisors from cradle to grave on Individual Development Plans (IDP)s for NG Employees hired below the PD Full Target Grade (developmental). Policy owner of the Individual Development Plan (IDP) and Performance Improvement Plans (PIP). Guides managers and supervisors on proper use of the IDP and PIP process. Procures and maintains accountability of training materials. Manages, processes, and updates training, education, professional licenses, credentials, and acquisition and warrant data in Automated Personnel Systems, to include data input for training completion. Performs other duties as assigned.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • Must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
  • 1-year specialized experience must be equivalent to at least the next lower grade.
  • Specialized experience is experience that prepared the applicant to perform the duties of the position.
  • The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience.
  • GS-09- Must possess at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs
  • GS-11- Must possess at least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
