About The Position

The position is located within the Department of Corrections and Rehabilitation (DCR), Administration, Human Resources Office, Labor Relations Unit. This unit is responsible for conducting departmental administrative services related to negotiated contracts applicable to various bargaining units and participating in contract negotiation activities as the primary departmental representative. The purpose of this position is to direct the labor relations program through supervision of staff who manage grievances, arbitration, contract interpretation, and labor-management consultation. This position is also responsible for advising executive leadership, ensuring consistent collective bargaining contract application across the department, and representing the department in high-level labor-management discussions and dispute resolution.

Requirements

  • Demonstrated knowledge of principles, practices, laws, rules, regulations, and collective bargaining practices/contract provisions related to the human resources field of labor relations.
  • Ability to make decisions under urgency and pressure.
  • Ability to maintain open, fair and productive labor management relations.
  • Ability to analyze complex labor relations problems and develop solutions.
  • Ability to provide sound recommendations.
  • Ability to effectively represent management interest.
  • A bachelor's degree from a regionally accredited four-year college or university.
  • Three and one-half years of professional work experience in one or any combination of human resources management functions (recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research).
  • One year of Staff Specialist or Supervisory Experience in human resources management.
  • Two (2) years of professional labor relations experience such as handling grievances, interpreting collective bargaining agreements, and advising management on labor relations problems and solutions.
  • Possess a valid driver's license at the time of appointment.
