About The Position

The position is located within the Department of Human Services, Human Resources Office, Civil Rights Compliance Staff, which provides department-wide technical assistance and advisory services to ensure compliance with all federal and state civil rights requirements governing equal employment opportunity (EEO), equal access to services, and affirmative action (AA). The purpose of this position is to serve as the department’s subject matter expert on civil rights, advising personnel and clientele on EEO, AA, and equal opportunity for services requirements, managing the AA program to ensure legal compliance, and acting as the department’s liaison to federal, state, and public entities on civil rights matters.

Requirements

  • Demonstrated knowledge of federal and state civil rights laws, regulations and compliance requirements, including equal employment opportunity and nondiscrimination laws.
  • Demonstrated knowledge of principles and practices of affirmative action and civil rights program administration.
  • Demonstrated knowledge of investigative principles and techniques as applied to discrimination complaints.
  • Ability to interpret and apply civil rights laws and regulations.
  • Ability to conduct objective and thorough discrimination investigations.
  • Ability to analyze evidence and make sound determinations.
  • Ability to prepare clear and concise investigative reports.
  • Ability to provide technical advice on sensitive and complex issues.
  • Ability to communicate effectively with diverse individuals and groups.
  • A bachelor's degree from a regionally accredited four-year college or university.
  • Three and one-half years of professional work experience in one or any combination of human resources management functions, i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research.
  • Experience must demonstrate the ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a human resources program, and to suggest practical solutions, and otherwise to accept responsibility in the field of human resources administration.
  • At least one (1) year of investigatory experience involving the investigation of complaints and the application of federal and/or state civil rights laws and regulations.
  • Investigatory experience must have involved conducting fact-finding investigations, including interviewing complainants, respondents, and witnesses; gathering, reviewing, and analyzing evidence; applying civil rights laws, rules, regulations, and guidelines to determine findings; and preparing investigative reports or recommendations based on analysis of the evidence.
  • Supervisory aptitude rather than actual supervisory experience may be accepted, provided there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
