About The Position

The Human Resources Specialist – Staffing & Classification will provide comprehensive federal staffing, classification, recruitment, placement, position management, and organizational design support to a Department of Defense Human Resources Office. The position will support recruitment and placement strategies, job analysis, workforce planning, development and evaluation of position descriptions, factor and grade-level determinations, compensation planning, and organizational design. The Specialist will also process and track Requests for Personnel Actions (RPAs) and provide analytical support for complex staffing and classification matters.

Requirements

  • High School Diploma or GED
  • Five (5) years of HR experience in an applicable SOW functional area
  • Title 5/Federal HR regulatory knowledge
  • Knowledge of Government regulations, policies, and practices under Title 5, U.S. Code, and other statutes and legal authorities applicable to Federal Human Resources.
  • Working knowledge of federal staffing and classification principles, regulations, and processes.
  • Experience conducting job analysis and/or reviewing federal position descriptions.
  • Ability to analyze HR issues and develop clear written recommendations.
  • Strong analytical, organizational, written, and verbal communication skills.
  • Ability to manage multiple HR actions while maintaining accuracy and confidentiality.

Nice To Haves

  • DoD, Department of the Navy, NAVSEA, or federal civilian staffing/classification experience.
  • Experience developing or evaluating federal position descriptions and classification factor levels.
  • Experience with organizational design, position management, and workforce planning.
  • Experience processing RPAs in DCPDS.
  • Experience with USA Staffing, USAJobs, DCPDS, HRLink, TWMS, TFMMS, or similar federal HR systems.
  • Knowledge of federal compensation and career development principles.

Responsibilities

  • Provide federal staffing, recruitment, and placement support in accordance with applicable federal laws, regulations, policies, and procedures.
  • Assist HR Advisors and management with recruitment strategies and placement options.
  • Conduct and support job analyses and workforce planning activities.
  • Research staffing issues and develop facts, options, and recommendations for Government consideration.
  • Support recruitment actions and special staffing projects.
  • Perform data entry and processing of Requests for Personnel Actions (RPAs) in DCPDS.
  • Route RPAs to appropriate HR Specialists and maintain the NSWCPD RPA Tracking System/CRTS database.
  • Track staffing actions, milestones, metrics, and associated documentation.
  • Assist with development and evaluation of federal position descriptions.
  • Support analysis and development of appropriate classification factor levels and grade levels.
  • Review organizational structures and position requirements.
  • Support development of compensation plans.
  • Provide analytical support regarding organizational design and position management.
  • Develop recommendations for organizational structures that are efficient, cost-effective, support appropriate grade levels, and facilitate employee career development.
  • Provide management with information and recommendations concerning organizational design and career development principles.
  • Research federal HR laws, regulations, policies, and procedures affecting staffing and classification.
  • Develop reports, correspondence, tables, graphs, metrics, briefs, and other analytical products.
  • Support process improvement initiatives and special HR projects.
  • Maintain appropriate staffing and classification records and documentation.
  • Coordinate with HR Advisors, managers, Administrative Officers, and other stakeholders regarding personnel actions.
