About The Position

The Department of Public Safety (DPS) is currently accepting applications for a Human Resources Specialist II position. This position is located with the Emergency Management (NCEM) division in Raleigh, N.C. (Wake County). The Human Resources Specialist II position will provide consultation, technical assistance, and support to NCEM leadership, management, and employees on a wide variety of issues relating to recruitment and outreach initiatives. The employee in this position is expected to use sound judgment in the interpretation and application of appropriate human resource related policies and procedures of NCEM, the Department of Public Safety, and/or the Office of State Human Resources (OSHR). During State Emergency Response Team (SERT) Activation the employee in the position may be required to work in any disaster response/recovery role as designated by the SERT Leader. Employees may be required to work more than 8 hours during normal workdays and 12 hours during the weekends and holidays and during adverse weather conditions. The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures. The primary mission of Central Services is to provide effective and efficient support functions for the Division and external clients. These functions include Accounts Payable, Budget, SERT Finance, Compliance, Human Resources, Preparedness Grants Management, Information Technology Infrastructure, Application Development, Geospatial Information Systems, Salesforce Administration, Fleet Management, Distribution, Contracting, Purchasing, Logistics Support, and Responder Assistance Initiative clinical services.

Requirements

  • High school diploma or General Educational Development (GED) diploma and four years of related administrative experience; or equivalent combination of education and experience.

Responsibilities

  • Developing advertisements for vacancies
  • Compiling packages for personnel actions
  • Providing support for selection and onboarding new employees
  • Assisting hiring managers in developing advertisements for vacancies
  • Assisting HR Manager in completing baseline salary calculations and compiling documentation to be submitted for salary approval
  • Assisting hiring managers with temporary staffing needs, maintaining records and procedures
  • Reviewing candidate applications to ensure minimum qualifications are met and sends hiring manager qualified applicants
  • Providing support with the interview process to include: assisting with scheduling interviews, providing guidance on best practices and policies for recruitment, and answering questions as needed
  • Providing support and guidance to all staff with implementing Workday
  • Requesting and collecting background checks for selected candidates and consults with HR Manager on any significant findings
  • Working with candidates and hiring managers to obtain all onboarding paperwork and submitting approved package to DPS HR for processing
  • Completing I-9s and E-Verify
  • Manages new hire orientation
  • Additional duties as assigned by hiring manager
  • May be required to work in any disaster response/recovery role as designated by the SERT Leader during SERT Activation
  • May be required to work more than 8 hours during normal workdays and 12 hours during the weekends and holidays and during adverse weather conditions
