About The Position

This is highly responsible executive-level administrative and professional work directing, planning, organizing, and evaluating the City's Human Resources and Risk Management programs. Under the general direction of the City Manager or designee, exercises considerable independent judgment, initiative, and discretion in administering comprehensive human resources and risk management functions, ensuring compliance with applicable federal, state, and local laws, municipal policies, and collective bargaining agreements. The Human Resources and Risk Management Director provides strategic leadership in workforce planning, recruitment and retention, classification and compensation, employee and labor relations, organizational development, training, benefits administration, safety, workers' compensation, liability and insurance programs, and enterprise risk management. Develops and implements policies, programs, and strategic initiatives that support the City's goals for operational excellence, employee engagement, fiscal responsibility, customer service, and organizational effectiveness. Incumbent serves as a trusted advisor to the City Manager, executive leadership, elected officials, Department Directors, and employees on complex personnel, labor, organizational, and risk management matters. Work is reviewed through conferences, reports, operational results, achievement of Departmental objectives, and the successful implementation of programs and strategic initiatives.

Requirements

  • Extensive knowledge of the principles and practices of public sector human resources, labor relations, organizational development, compensation and classification, risk management, employee benefits and municipal government administration.
  • Knowledge of municipal government functions and organizations.
  • Ability to provide strategic leadership, manage organizational change, analyze workforce and operational data, build collaborative partnerships, and effectively communicate with executive leadership, elected officials, employees, labor representatives, and the public.
  • Bachelor’s degree in human resources, business, public administration, or closely related field; with a minimum of ten (10) years of progressively responsible professional experience in Human Resources, Risk Management, Labor Relations, Employee Benefits Administration or Organizational Development, including at least five (5) years of executive or senior management experience in a governmental or similarly complex organization.
  • Must possess and maintain a valid Florida driver’s license and satisfactory driving history throughout employment.

  • Education and experience that is determined to be directly related to the specific foregoing requirements may be substituted and/or considered.
  • Professional certification such as SHRM-SCP, SPHR, IPMA-SCP, or an equivalent senior-level Human Resources certification is preferred.

Responsibilities

  • Directs and administers the City's comprehensive Human Resources and Risk Management programs, including workforce planning, recruitment, selection, classification and compensation, employee and labor relations, benefits administration, training and development, performance management, organizational development, safety, workers' compensation, insurance administration, and risk management.
  • Establishes and implements procedures to assure compliance of personnel regulations with federal and state statutes relative to equal pay, working hours, age discrimination, affirmative action provisions and other laws relating to Civil rights and due process.
  • Develops, recommends, and implements personnel policies, procedures, standards, regulations, and related administrative processes; conducts organizational studies and surveys; analyzes data; and formulates recommendations for continuous improvement.
  • Develops Departmental goals, objectives, policies, performance measures, and strategic initiatives that align with the City's Strategic Plan and organizational priorities.
  • Directs employee and labor relations activities, including disciplinary actions, grievances, collective bargaining negotiations, policy interpretation, organizational change initiatives, and recommendations regarding hiring, promotion, transfer, reassignment, discipline, and separation of employees.
  • Directs the preparation of Departmental budgets, workforce analyses, classification and compensation studies, strategic reports, performance metrics, and required federal, state, and City reporting.
  • Oversees investigations involving employee relations matters, workplace complaints, discrimination, harassment, and disciplinary actions; coordinates responses to EEOC charges and other employment-related legal matters in consultation with the City Attorney or assigned legal counsel.
  • Administers and makes recommendations pertaining to all elements of the City's various insurance and safety programs, including workers' compensation, liability, property and casualty claims, insurance renewals, broker and third-party administrator relationships, safety programs, accident investigations, loss prevention initiatives, return-to-work programs, and compliance with applicable regulatory requirements.
  • Directs the development, implementation, and periodic review of the City's Safety Manual, Safety Policies and Procedures, and Substance Abuse Policy.
  • Administers the City's insurance programs, including policy renewals, coverage analysis, premium administration, broker coordination, insurance audits, claims trends, and related records and reporting.
  • Develops and implements initiatives that promote employee engagement, leadership development, succession planning, workforce effectiveness, and continuous organizational improvement.
  • Utilizes technology, workforce analytics, and performance measures to improve operational efficiency, customer service, organizational effectiveness, and strategic decision-making.
