About The Position

As the HR Representative supporting our Boise operations, you will serve as the on-site HR resource for union employees, field leaders, and management. You will coordinate a compliant, organized onboarding experience; support day-to-day labor and employee relations; and partner with the corporate HR team to apply company policies and collective bargaining agreement requirements consistently. This role is well suited for an HR professional who is comfortable working in a fast-paced construction or skilled-trades environment and building credibility in the field.

Requirements

  • Three or more years of progressive human resources experience in construction, industrial services, manufacturing, skilled trades, or a closely related environment is required.
  • Hands-on experience supporting union employees, labor relations, or the administration of collective bargaining agreement requirements.
  • Working knowledge of employee relations, workplace investigations, onboarding, employment documentation, and applicable federal and state employment laws.
  • Ability to interpret policies and contract language, exercise sound judgment, maintain confidentiality, and escalate complex matters appropriately.
  • Strong organization and follow-through, with the ability to manage a high-volume, deadline-driven workload and maintain accurate records.
  • Valid driver's license and ability to meet company driving requirements.
  • Clear, professional communication skills and the ability to build effective relationships with field employees, supervisors, union representatives, and corporate partners.
  • Proficiency with Microsoft Office and experience working in HRIS, onboarding, applicant-tracking, or timekeeping systems.
  • Ability to work on-site in Boise, Idaho, and travel locally to project sites as needed.

Nice To Haves

  • Bachelor’s degree in Human Resources, Business Administration, or a related field
  • HR certification (PHR, SHRM-CP, or similar)
  • Experience supporting a multi-site or project-based workforce and working directly with construction field leadership.
  • Experience with E-Verify, background screening, drug testing, leave administration, workers' compensation, or certified payroll processes.

Responsibilities

  • Coordinate end-to-end onboarding for union employees, including pre-employment requirements, orientation, employment documentation, system entry, badging, and jobsite readiness.
  • Partner with union representatives, business agents, stewards, field leadership, payroll, recruiting, and corporate HR to resolve onboarding, referral, dispatch, classification, and employment-status questions.
  • Maintain accurate union employee records, seniority and classification information, onboarding files, and other documentation required by company practice or applicable collective bargaining agreements.
  • Serve as an accessible first point of contact for employee questions regarding policies, pay and benefits processes, workplace expectations, and available HR resources.
  • Support labor-relations matters by gathering facts, reviewing relevant contract language, documenting concerns, tracking grievances, and coordinating timely responses with HR leadership and legal counsel as appropriate.
  • Assist with employee-relations reviews and workplace investigations by conducting interviews, organizing documentation, and maintaining appropriate confidentiality.
  • Coach supervisors on consistent policy application, attendance, documentation, corrective action, layoffs, recalls, and other workforce matters in coordination with HR leadership.
  • Coordinate employee changes and separations with payroll, benefits, IT, safety, and operations to ensure records and required notices are accurate and timely.
  • Monitor completion of required onboarding, safety, compliance, and jobsite training and follow up on missing or incomplete items.
  • Visit local jobsite and participate in employee meetings, orientations, and workforce planning discussions as business needs require.
  • Identify trends, recurring questions, and process gaps; recommend practical improvements that support employees and field operations.
  • Perform other HR duties and projects as assigned.
