About The Position

Under general supervision, the Human Resources Recruiting Specialist coordinates and administers the County's recruitment, pre-boarding, on-boarding, and recruitment outreach activities. Serves as the primary contact for applicants and hiring departments throughout the hiring process and supports the development and maintenance of job descriptions and recruitment marketing materials. Provides clerical and administrative support for the Human Resources Department. Starting salary for this position will range from $27.38 to $31.75 per hour, depending on qualifications and relevant experience.

Requirements

  • Associate's degree in Human Resources, Business or related field preferred; AND two (2) years of human resources related experience; OR an equivalent combination of education, training, and experience.
  • Knowledge of: Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Basic principles and practices of recruitment and selection.
  • Records maintenance and retention policies, procedures, and practices.
  • HIPAA compliance requirements.
  • General office practices, procedures, and equipment.
  • Maintaining and handling confidential and sensitive information.
  • Completing basic mathematic calculations.
  • Maintaining accurate records and filing systems.
  • Using a computer including standard and some specialized software.
  • Establishing and maintaining cooperative working relationships.
  • Interacting tactfully and professionally with staff, outside agencies, and the public.
  • Communicating effectively verbally and in writing.

Responsibilities

  • Plans, coordinates, and implements recruitment and selection activities in consultation with hiring managers; screens employment applications to evaluate applicant qualifications and prepares and administers testing components as appropriate; and conducts related statistical analysis and evaluates results.
  • Collaborates with hiring managers and interview panels throughout recruitment and selection process; including recruitment planning, interview question development, candidate assessment, and selection strategies; participates in interviews and provides guidance rand recommendations with hiring practices, candidate evaluation, and applicable laws, policies, procedures, and final hiring decisions.
  • Serves as the primary administrator of the applicant tracking system (ATS); posts vacancies, monitors applicant flow, communicates with candidates, and ensures accuracy and completeness of data.
  • Coordinates interview logistics, including scheduling, panel coordination, testing arrangements, and candidate communications.
  • Responds to applicant inquiries and provides routine information regarding recruitment processes, timelines, and requirements.
  • Conducts reference and background checks according to County policies and applicable laws.
  • Serves a primary point of contact for new hires between offer acceptance and start date; provides timely updates, instructions, and reminders to support a smooth transition into employment.
  • Maintains recruitment files, applicant records, and related documentation in accordance with County policies and record-retention requirements.
  • Coordinates with other departments to ensure onboarding requirements are completed prior to start date.
  • Assists with revising job descriptions to include functions, reporting relationships, job requirements, essential skills, and physical and mental requirements of positions.
  • Develops and maintains standardized recruitment marketing materials, including job posting templates and candidate-facing content.
  • Drafts engaging and accurate job postings that reflect essential functions and qualifications.
  • Coordinates recruitment outreach efforts, including career events and community engagement activities.
  • Supports recruitment-related content for the County website, job boards, and approved social media platforms, as directed.
  • Maintains recruitment marketing materials to ensure content remains current and accurate.
  • Provides guidance, consultation, and training to managers, supervisors, and employees regarding applicable State and Federal laws and administrative policies and procedures.
  • Administers new employee orientation; reviews insurance and benefit options available, County policies, and new hire paperwork including tax forms, I-9, direct deposit, IPERS enrollment, and beneficiary designation.
  • Performs a variety of clerical functions; screens incoming calls; processes daily mail; composes correspondence.
  • Participates in projects as assigned, including process improvements, system updates, or documentation support as directed.
  • Provides back up to other Human Resources staff as needed.
  • Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
