About The Position

Assist both the Recipient Rights and Human Resources department with tracking and file upkeep by performing the following duties.

Requirements

  • Two years’ experience in Human Resources
  • Associate’s degree from college or technical school with Human Resources Specialization preferred
  • High School diploma required
  • Must complete two trainings with Human Resources specialization during the first six months of employment
  • Must be trained in Recipient Rights, including completing MDHHS-ORR Training Basic I and II within 90 days of hire
  • Critical Thinking, Typing, HR/RR Testing
  • Exceptional computer skills; e-mail, excel, and word
  • Typing Speed of 45 WPM
  • Experience with keeping logs and tracking information is beneficial
  • Must maintain human resources related confidentiality
  • Must possess the interpersonal skills necessary to effectively communicate with staff throughout the agency and individuals from outside the agency
  • Ability to present information and ideas with a high degree of effectiveness, both orally and in writing
  • Excellent organizational skills are required
  • Ability to remain impartial while conducting investigations
  • Ability to add, subtracts, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Ability to deal with problems involving several concrete variables in standardized situations

Responsibilities

  • Responsible for the recruitment process, posting jobs/sharing new hires, advertising vacancies, recruitment flyers, scheduling interviews/creating packets, testing, and scanning/upkeep of recruitment files.
  • Tracks and upkeeps open positions (manning table and vacancies/staffed).
  • Responsible for informing departments of staffing changes.
  • Responsible for initiating the on-boarding process for all CMH new hires and assists CE staff with onboarding. This includes creating new hire schedules, sending onboarding links, and issuing pay cards, as necessary.
  • Responsible for tracking/finding/enrollment into local job fairs. Attends job fairs, as assigned.
  • Responsible for researching and keeping the HR Department current on job boards for advertising position.
  • Responsible for monthly birthday luncheon coordination, tracking attendees, sending invites, set up, and meal prep.
  • Sends staff anniversaries to IT/ Responsible for ordering Service Year Awards for staff quarterly and following up on orders. Coordinates annual new hire and service year awards.
  • Send out cards on behalf of CMH, i.e. get-wells, sympathy etc.
  • Tracking and input of performance evaluations.
  • Responsible for scanning files.
  • Attends Wellness Committee. Responsible for Wellness minutes, preparing agendas, books meeting rooms and creating flyers as requested by the committee.
  • Creates reports as needed from the HRIS software and distributes as requested.Upkeep/distribute the CMH State HR e-mail distribution list throughout the year when updates are requested.
  • Backup to the HR Assistant.
  • Assists Recipient Rights office with filing, mailings, and copies.
  • Reviews incident reports for Recipients Rights office as needed, including scanning of incident reports for out of county placements.
  • Completes investigations for Recipient Rights while the officer is on vacation, and as assigned by the Recipient Rights Officer. Investigation will need to be completed on CMH staff and staff that work at contract locations as required.
  • This position is expected to conduct abuse and neglect investigations as needed on other staff members.
  • Will complete internal audits on Recipient Rights investigations as requested.
  • Responsible for attending the annual state Recipient Rights training.
  • Responsible for attending RROAM meetings as assigned
  • Responsible for teaching the Recipient Rights New Hire and Refresher training as assigned.
  • Responsible for upkeep on training materials and handouts
  • Responsible for completing annual home/contract Agency assessments as assigned.
  • Responsible for completing annual hospital assessments.
  • Will track home/contract agency assessments and hospital assessments to ensure all contract agencies are assessed at least annually.
  • Responsible for tracking the Recipient Rights New Hire and Refresher trainings for contract and CMH staff to ensure all staff are trained within the guidelines of the Mental Health Code.
  • Provides coverage for the RRO as necessary.
  • Other duties and special projects may be assigned.
