About The Position

EPIC is seeking a highly qualified Compliance Officer to oversee and coordinate district-wide compliance with federal and state laws, Berkeley County Schools Board policies and administrative procedures. This position is responsible for developing, implementing, monitoring, and evaluating compliance programs related to Title IX, Title VI, and other applicable federal and state mandates. The Compliance Officer provides guidance and to administrators and staff, conducts and coordinates investigations, monitors district compliance efforts, and prepares reports and recommendations for the Superintendent and Board of Education. This position will also support the Director of School Safety with Raptor and other school safety initiatives as well as the office of Pupil Services and Special Education.

Requirements

A certified or qualified retired law-enforcement officer who meets all the requirements to carry a firearm as a qualified retired law-enforcement officer under the Law-Enforcement Officer Safety Act of 2004, as amended, pursuant to 18 U.S.C. 926C(c), carries that firearm in a concealed manner, and has on their person official identification in accordance with the act
Experience serving as a Title IX Coordinator or conducting civil rights investigations
Experience working in public education or a governmental agency
Knowledge of West Virginia Code, West Virginia Board of Education policies, and applicable federal education regulations
A certification in first aid, AED, CPR, and Narcan administration
A clear drug and criminal background check
Proficient with Microsoft Word and the Microsoft Office online suite applications
Ability to create detailed reports for the Superintendent and other relevant senior leadership team members regarding investigations, Title IX, and BHI complaints

Nice To Haves

Responsibilities

Coordinates investigations of complaints involving discrimination, harassment, retaliation, and other compliance-related matters involving students, employees, applicants, volunteers, and third parties
Receives, reviews, investigates, and resolves complaints in accordance with established federal, state, and district procedures
Supports the Berkeley County Schools Title IX Coordinator and ensures district compliance with applicable federal and state laws, regulations, and Board policies
Communicates with complainants, respondents, administrators, and other stakeholders regarding complaint procedures, supportive measures, investigative processes, and resolution options
Collaborates with the Departments of Human Resources, Student Support Services, Special Education, School Administration, Legal Counsel, and other district departments to ensure coordinated responses to compliance matters
Provides guidance and consultation to district administrators regarding compliance requirements, investigations, documentation, and corrective actions
Maintains current knowledge of applicable federal and state laws, West Virginia Board of Education policies, and regulatory guidance affecting school district operations
Serves as a resource to employees, administrators, students, parents, and community members regarding compliance-related matters
Providing basic troubleshooting and first-level support for safety devices, safety equipme, etc.
Assisting with Lockdown and Evacuation drill compliance
Providing the school’s Safety Committee with district information on safety
Participating in post-incident and post-practice safety debrie?ngs
Monitoring and maintaining emergency device batteries
Assisting with user account management, including disabling accounts for employees who separate from the district
Communicating software updates and procedural changes
Monitoring active Raptor users
Sharing best safety practices between schools
Serving as the primary safety resource for their building's Safety Committee
Supporting districtwide implementation of safety initiatives
Monitoring of the Crisis Response Plan adherence
Seeking support and training for the school’s Safety Committee from the district
