About The Position

Citadel Security USA is seeking an experienced Human Resources Operations Manager to support and oversee critical HR functions across a multi-state workforce. This position serves as a key resource for compliance administration, employee relations, benefits management, HR systems oversight, and HR team leadership. The successful candidate will work closely with the Director of Human Resources to help ensure employment practices remain compliant, employee programs operate effectively, and HR processes are executed accurately throughout the organization. This role is ideal for an HR professional who enjoys balancing compliance responsibilities, employee support, process improvement, and team leadership within a fast-paced operational environment.

Requirements

  • Minimum age of 21 years
  • Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or related field preferred
  • Equivalent combination of education and progressive HR experience may be considered
  • Five (5) or more years of Human Resources experience
  • Previous experience managing HR compliance programs and employee relations matters
  • Experience supervising, mentoring, or leading HR staff
  • Experience administering leave programs, benefits operations, and compliance processes
  • Experience working with HRIS platforms such as Paycor or similar systems
  • Strong written communication, documentation, and organizational skills
  • Ability to maintain confidentiality and handle sensitive information professionally
  • Successful completion of a background investigation
  • Authorization to work in the United States

Nice To Haves

  • SHRM-CP, PHR, or comparable HR certification
  • Experience supporting multi-state workforces
  • Knowledge of ACA, FMLA, ADA, FLSA, OSHA, Colorado FAMLI, and related employment regulations

Responsibilities

  • Support multi-state HR compliance initiatives and regulatory programs
  • Administer Family and Medical Leave Act (FMLA) and Colorado FAMLI leave processes
  • Maintain leave documentation, eligibility records, certifications, and compliance tracking
  • Coordinate ADA accommodation documentation and interactive process requirements
  • Monitor ACA measurement periods, eligibility tracking, and benefits compliance activities
  • Maintain OSHA recordkeeping documentation, including OSHA 300 and OSHA 300A requirements
  • Support compliance with federal, state, and local employment regulations
  • Ensure personnel records and compliance documentation are maintained according to retention standards
  • Serve as a primary HR resource for employee relations concerns involving field personnel
  • Conduct workplace investigations and prepare thorough documentation of findings
  • Provide guidance regarding performance management, coaching, and corrective action processes
  • Assist managers with Records of Conversation, Performance Improvement Plans, and disciplinary documentation
  • Partner with leadership on sensitive or escalated employee matters
  • Promote fair and consistent application of company policies
  • Manage day-to-day administration of company-sponsored benefits programs
  • Oversee eligibility tracking for medical, dental, vision, and supplemental plans
  • Support ICHRA program administration and employee participation processes
  • Coordinate with brokers, insurance carriers, and third-party vendors
  • Resolve employee benefits questions and escalation issues
  • Reconcile carrier invoices and payroll deductions for accuracy
  • Coordinate annual open enrollment communications and enrollment activities
  • Maintain employee records and data integrity within the HRIS platform
  • Support Paycor administration, workflow configuration, and reporting functions
  • Perform regular audits to ensure system accuracy and compliance
  • Monitor onboarding, eligibility, and compliance workflows
  • Maintain driver qualification and Motor Vehicle Record tracking processes
  • Generate reports and analytics supporting operational and compliance initiatives
  • Provide daily direction and support to HR Generalists
  • Assign workloads and monitor completion of HR administrative functions
  • Review work product for accuracy, quality, and compliance
  • Support professional development and training of HR staff
  • Establish performance expectations and accountability standards
  • Assist with process improvement initiatives across the HR department
  • Oversee onboarding and employment processing activities
  • Support manager-level onboarding and employment changes
  • Ensure timely completion of employee record updates and personnel actions
  • Maintain compliance related to background screenings, employment authorizations, and hiring documentation
  • Support termination administration and employment separation processes
  • Conduct routine compliance reviews and internal audits
  • Verify completeness of personnel records and employment documentation
  • Audit leave records, certification files, benefits eligibility, and onboarding documentation
  • Support EEO-1 reporting preparation and validation activities
  • Maintain audit readiness across HR operational functions
  • Prepare compliance reports and operational summaries as requested
  • Coordinate workers' compensation claim intake and documentation
  • Maintain claim records and supporting documentation
  • Communicate with carriers, vendors, and internal stakeholders
  • Track claim status updates and required follow-up activities
  • Assist with documentation audits and compliance reviews
