About The Position

The City of Edinburg is actively seeking a dedicated Human Resources Manager to coordinate and manage the City's employee benefits and wellness program. This role is ideal for someone seeking engaging work, career advancement, and the opportunity to work for a rapidly growing city. The Human Resources Manager will direct, plan, and organize the City's Human Resources Department Functions, including labor relations, risk management, employee benefits, and wellness. Responsibilities also include program planning and administration, training and development programs, cross-training with other divisions, coordinating with other department heads and the City Manager, and recommending and implementing changes to policy and procedure. The position is essential to the city, assisting in developing, recommending, and implementing department/division goals, objectives, and work plans. The role requires adaptability to new and unexpected challenges, a helpful attitude, and strong people and problem-solving skills.

Requirements

  • Bachelor's Degree in personnel management, business administration or related field.
  • Three (3) years of experience in Human Resources; Risk Management, Benefits Management and Civil Service.
  • Current and valid class "C" driver's license from the Texas Department of Public Safety.
  • Bilingual English/Spanish required.
  • Excellent oral and written communication skills.
  • Attentive to detail.
  • Dependability.

Nice To Haves

  • Master's Degree in related field.
  • Certification in Risk Management preferred.
  • Related experience and/or training; or equivalent combination of education and experience.
  • Five (5) years of experience in Human Resources; Risk Management, Benefits Management and Civil Service.
  • Prefers hands-on work.
  • Enjoys working as part of a team.

Responsibilities

  • Directing, planning, and organizing the City's Human Resources Department Functions, including labor relations, risk management, employee benefits and wellness.
  • Program planning and administration.
  • Training and developing programs.
  • Cross training with other divisions and coordinating with other department heads and City Manager.
  • Recommending and implementing changes to policy and procedure.
  • Assisting in developing, recommending and implementing department/ division goals, objectives and work plans.
  • Providing assistance and support to the department as needed.
