About The Position

This position is responsible for administering a variety of human resources programs and functions, and for providing a variety of human resources services to Borough employees, supervisors, and managers. Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork. This is a non-bargaining unit confidential position.

Requirements

  • High school diploma, or equivalent.
  • Seven (7) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems.
  • Qualifying experience includes administering human resources programs and/or performing professional duties relevant to work that will be performed.
  • Relevant professional work includes: research, analytical thinking, data collection and analysis, report preparation, mathematical calculations, policy review and development, drafting correspondence and technical reports, and interpreting regulations, policies, and procedures.
  • Experience should also include creating, editing, and presenting information in a variety of formats, including written reports, presentations, charts, graphs, pamphlets, flyers, and other informational materials; developing and maintaining documents in various formats, including PDF; facilitating effective communication; problem solving; team building; and presenting information to diverse audiences.
  • Proficient in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint, as well as Adobe products.
  • Applicants must be able to analyze and interpret data and effectively present information through reports, spreadsheets, charts, graphs, presentations, and other communication tools.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.
  • Completion of Incident Command System (ICS) courses, ICS 100 and IS 700, within ninety (90) days of hire.
  • Must successfully pass a pre-employment background check.

Nice To Haves

  • Relevant post-secondary education or specialized training that provides the knowledge and skills necessary to perform the essential functions of the position may be substituted for experience on a year-for-year basis.
  • Experience working with first responders, public safety agencies, or emergency service organizations is desired.

Responsibilities

  • Maintains knowledge of the legal requirements and government reporting regulations affecting human resources functions and ensures that policies, procedures, and reporting are in compliance.
  • Collaborates with co-workers to respond to internal and external requests; serves as back-up and provides office coverage in the absence of other personnel or as needed.
  • Manages human resources projects and programs in areas including recruitment and employment, employee relations, policy administration, training, rewards and recognitions, retention, employee development and team building.
  • Coordinates Borough recruitment and hiring processes; assists in the development of recruitment strategies and interview questions; creates and/or approves requisitions and job postings; evaluates applicants for eligibility.
  • Coordinates the on-boarding of new personnel; conducts new employee orientation.
  • Serves as system administrator for human resources software and computerized databases.
  • Administers the salary administration program; initiates, evaluates, and processes pay changes and other changes to employee status.
  • Administers the employee performance evaluation process.
  • Administers Family Medical Leave Act functions, including notification, approval, tracking and follow-up.
  • Establishes and maintains personnel files and other HR records.
  • Serves as an employee relations advocate by listening, communicating, and working with leadership to resolve employee and supervisory issues.
  • Advises management in the appropriate resolution of employee relations issues; assists supervisors in preparing disciplinary notices and related documentation; conducts exit interviews; analyzes exit interviews to determine reasons behind separations.
  • Assists with investigating and resolving employee relations issues.
  • Completes special projects as assigned; sets timetables and schedules; conducts research; develops and organizes information.
  • Responds to a variety of HR related questions and requests.
  • Assists with Workers' Compensation processing as directed.
  • Prepares preliminary budget estimates for the Director; monitors and oversees budget expenditures; requests budget adjustments as needed; administers assigned contracts under the Director's direction.
  • Prepares disbursement requests to process invoices for payment; tracks and prepares Director's expenses for payment; prepares and executes various financial and responsibility agreements; prepares purchasing requests, codes letters of authorizations and invoices, and processes claims for reimbursement.
  • Provides website design and updates the Department webpage.
  • Complies with federal and state labor law reporting requirements; prepares responses to salary surveys, EEO reports, Affirmative Action reports, requests for employment information, workers' compensation claim reports, and public or agency requests for information.
  • Performs related duties.
