About The Position

The State of Connecticut Department of Administrative Services (DAS) invites current State of CT employees to apply for an anticipated Human Resources Generalist 2 opening within the HR Services Unit at the Connecticut Technical Education and Career System (CTECS). This role reports to the HR Generalist 3 and will assist the recruitment unit as needed. The selected candidate will be responsible for providing onsite agency support, including maintaining the Human Resources Information System, reporting and data analysis, performing audits, employee relations, new employee onboarding, and general state human resources administration.

Requirements

  • Must be a current State of CT employee with at least six (6) months of full-time service or full-time equivalent service.
  • Seven (7) years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management.
  • One (1) year of the General Experience must have been at the junior working level in human resources management or equal employment opportunity/affirmative action or labor relations management.
  • Knowledge of human resources management.
  • Knowledge of relevant state and federal laws, statutes, regulations, policies and procedures.
  • Knowledge of employment practices related to civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, workers compensation.
  • Knowledge of human resources information systems.
  • Knowledge of labor relations.

Nice To Haves

  • Experience with CORE-CT, including workforce administration, position management, and Enterprise Performance Management (EPM) system.
  • Experience maintaining employee records using a Human Resources Information System (HRIS).
  • Experience interpreting and advising employees on human resources policies, procedures, and collective bargaining (union) agreements.
  • Experience managing recruitment using the state’s Applicant Tracking System (ATS), JobAps.
  • Experience managing job data transactions within CORE-CT.
  • Experience using attention to detail on multiple assignments in environments with changing priorities or deadlines.

Responsibilities

  • Maintain all human resources records and transactions for employees within the Human Resources Information System (CORE-CT), including processing positions, new hires, reclassifications, seniority, and salary adjustments.
  • Partner with and advise agency managers and staff on human resources policies.
  • Use human resources metrics and analytics to make business decisions.
  • Assist the HR Services Supervisor with initiatives and implementation of new processes to improve efficiencies and effectiveness of service.
  • Collaborate with dedicated Human Resource teams and employees in specialty administrative areas such as leaves, benefits, workers' compensation, and labor relations.
  • Assist the HR Recruitment Unit with administering the recruitment process utilizing JobAps, including clearing mandatory lists, interviewing, selection, and on-boarding hires.
  • Advise agency staff on human resources policies and procedures, proper organizational structure and use of appropriate job classifications, talent needs.
  • Partner with DAS service delivery teams and specialized units to appropriately deliver solutions for agency human resources needs.
  • Communicate with agency managers, bargaining unit representatives and other interested parties to ensure cooperative relationships.
  • Approve agency’s classification and position management transactions and ensures proper organizational structure.
  • Assist in ensuring compliance with applicable state and federal laws, regulations, policies and procedures.
  • Advise employees on matters related to employment, career development, transfer, separation, recruitment, examinations, and/or compensation.
  • Perform job audits, or other fact finding techniques, related to individual job classification and job classification studies.
  • Facilitate human resource transactions, including promotions, demotions, transfers.
  • Maintain human resource information systems within assigned agency.
  • Independently handle reclassification grievances.
  • Administer various areas of the recruitment process, including clearing of mandatory lists, interviewing, selection and on-boarding hires.
  • Prepare or oversee the preparation and maintenance of relevant documentation and records.
  • Counsel and make referrals to employee assistance programs.
  • Participate in the recruitment and hiring of staff, including outreach, interview and selection.
  • Ensure all records, files and folders are maintained, updated and digitized, where applicable.
  • May assist, coordinate, implement, oversee, and/or provide training and/or staff development programs.
  • May support related agency strategic needs.
