About The Position

The State of Connecticut Department of Administrative Services (DAS) Human Resources (HR) is recruiting for two (2) Human Resources Generalist 2 opportunities, to join the Human Resources Unit within the DAS Small Agency Resource Team (SmART), in Hartford, CT. This is a full-time, 40-hour per week position with a Monday through Friday, 8:00 am to 4:30 pm schedule. It offers a hybrid schedule, combining in-office and telework, after successful completion of training and based on business needs. As a Human Resources Generalist 2, you will provide agency human resources support to an assigned SmART Agency and/or DAS Divisions, including recruitment, new employee onboarding, and general state HR administration. Your impact is crucial to the Human Resources function as you will participate in programs that directly impact the health, safety, and wellbeing of the agency’s workforce.

Requirements

Seven (7) years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management.
One (1) year of the General Experience must have been at the junior working level in human resources management or equal employment opportunity/affirmative action or labor relations management.
For state employees this experience is interpreted at the level of a Human Resources Generalist 1, Human Resources Associate, or Equal Employment Opportunity Specialist 1.
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in human resources management, labor relations, business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
For state employees one (1) year as a Human Resources Generalist 1, Human Resources Associate, or Equal Employment Opportunity Specialist 1 may be substituted for the General and Special Experience.
Knowledge of human resources management; relevant state and federal laws, statutes, regulations, policies and procedures; employment practices related to civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, workers compensation; human resources information systems; labor relations;
Considerable interpersonal skills; oral and written communication skills; conflict resolution skills;
Ability to work effectively in a matrixed organization; analyze and balance customer’s needs with laws, regulations, policies, procedures and collective bargaining agreements; supervise; strategically plan including succession planning; apply innovative solutions to organizational problems.

Nice To Haves

Experience with CORE-CT (PeopleSoft) HRMS entering and maintaining Job Data and Position Management records
Experience managing full-cycle recruitments using the state’s Applicant Tracking System (ATS), JobAps
Experience advising on State of Connecticut Human Resources policies, statutes, and bargaining unit contracts
Experience with performance management, including employee coaching and performance improvement plans
Experience prioritizing and responding to customer inquiries and providing resolution by utilizing informational resources

Responsibilities

Manage various areas of the recruitment process, including clearing of mandatory lists, interviewing, selection, and on-boarding hires
Conduct agency-specific human resources work dedicated to the hiring and onboarding of new employees, as well as the confirming and tracking of required education or licensure
Advise agency staff on human resources policies and procedures, proper organizational structure and the use of appropriate job classifications, talent needs, to include but not limited to advising on the availability and expiration of eligible lists, etc.
Partner with DAS service delivery teams and specialized units to appropriately deliver solutions for agency human resources needs
Make recommendations regarding agency’s classification, position management transactions and ensure proper organizational structure
Ensure compliance with applicable state and federal laws, regulations, policies, and procedure
Advise employees on matters related to employment, career development, transfer, separation, recruitment, examinations, and/or compensation
Upon approval, facilitate human resource transactions, including promotions, demotions, and transfers
Communicate with agency managers, bargaining unit representatives and other interested parties to ensure cooperative relationships
Maintain human resource information systems within assigned agency
Perform research in support of reclassification grievances, business rules questions, policy and legislative changes, training initiatives and other human resources initiatives and projects
Utilize time management and organizational skills, while managing multiple priorities to meet competing deadlines
Achieve results in a fast-paced, high-volume environment
Think creatively to problem solve, take the initiative to complete tasks, and think of new ideas to assist in streamlining human resource processes
Work independently and as part of a team
Develop and maintain working relationships with Human Resources Business Partners and DAS Human Resources teams
Other duties as assigned

Performs job audits, or other fact finding techniques, related to individual job classification and job classification studies.
Facilitates human resource transactions, including promotions, demotions, transfers.
Maintains human resource information systems within assigned agency.
Independently handles reclassification grievances.
Administers various areas of the recruitment process, including clearing of mandatory lists, interviewing, selection and on-boarding hires.
Prepares or oversees the preparation and maintenance of relevant documentation and records.
Counsels and makes referrals to employee assistance programs.
Participates in the recruitment and hiring of staff, including outreach, interview and selection.
Ensures all records, files and folders are maintained, updated and digitized, where applicable.
May assist, coordinate, implement, oversee, and/or provide training and/or staff development programs.
May support related agency strategic needs.
Performs related duties as required.
