About The Position

The City of Detroit Lakes is seeking an experienced and collaborative Human Resources Director to lead all aspects of the City's human resources function. This is an opportunity to serve as the City's HR professional and strategic partner to City leadership. The Human Resources Director works closely with the City Administrator, Utilities General Manager, department heads, union representatives, and employees to support a workforce dedicated to serving the community. The Human Resources Director is responsible for managing all human resources functions for the City of Detroit Lakes. As the City's sole HR professional, this position provides both strategic and day-to-day support across all areas of human resources, including recruitment and onboarding, payroll and benefits administration, employee relations, policy development and interpretation, compensation and classification administration, labor relations, collective bargaining support, compliance with employment laws, employee engagement initiatives, and organizational development projects. The Human Resources Director works closely with the City Administrator, Utilities General Manager, department leaders, supervisors, and employees to support City operations and help attract, develop, and retain a highly qualified workforce dedicated to serving the community.

Requirements

  • Bachelor's degree in Human Resources, Public Administration, or a related field; or an equivalent combination of education and experience
  • Three years of human resources experience
  • Valid Minnesota Driver's License or evidence of equivalent mobility
  • Strong communication, organizational, and interpersonal skills
  • Ability to work independently while managing multiple priorities and confidential information

Nice To Haves

  • Professional HR certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, PSHRA-CP, or PSHRA-SCP
  • Experience in municipal government or the public sector
  • Experience with employee benefits administration, recruitment and selection, compensation and classification systems, labor relations, and collective bargaining
  • Experience supporting payroll administration and leave management
  • Public Notary designation or ability to obtain

Responsibilities

  • Managing all human resources functions for the City of Detroit Lakes.
