About The Position

The County is recruiting for a Human Resources Analyst III (HRA III) in our newly centralized Return-to-Work (RTW) and Disability Management unit. This is a leadership-level analytical role responsible for the development, implementation, and ongoing administration of a comprehensive, centralized program encompassing workers' compensation, disability accommodations, medical leave management, and transitional duty assignments. The incumbent serves as the subject matter expert and primary program manager, providing direction, guidance, and oversight across departments to support employee recovery and workforce continuity while ensuring legal compliance and operational effectiveness. This position plays a critical role in standardizing processes, driving program improvements, and serving as a key liaison between employees, departments, medical providers, Risk Management, and other stakeholders.

Requirements

  • Two (2) years of professional-level experience, equivalent to a Human Resources Analyst I or higher, in human resources, disability management, workers’ compensation, leave administration, risk management, employee relations, or a related field.
  • A Bachelor's degree in Business or Public Administration, Behavioral Science, Human Resources Management, Organizational Psychology, or a closely related field.

Nice To Haves

  • Substantial professional level human resources experience in administering public sector leave and return-to-work programs
  • Knowledge of ADA/FEHA interactive process requirements
  • Experience working with workers’ compensation claims and modified duty programs
  • Human Resources or disability management certifications

Responsibilities

  • Lead and manage the centralized RTW and Disability Management Program, ensuring consistent, compliant, and efficient delivery of services countywide.
  • Develop, implement, and continuously evaluate program policies, procedures, and operational workflows to drive process improvements and best practices.
  • Serve as the primary point of contact and subject matter expert for RTW, disability accommodation, and leave management matters across departments.
  • Prepare and present program reports, metrics, and recommendations to division leadership to support informed decision-making.
  • Oversee and coordinate return-to-work cases for employees recovering from industrial and non-industrial injuries or illnesses.
  • Review medical documentation and evaluate work restrictions to determine appropriate transitional or modified duty assignments.
  • Manage and document the interactive process for employees requesting reasonable accommodations, ensuring timely and thorough follow-through.
  • Monitor leave timelines and proactively communicate with all stakeholders regarding employee status, restrictions, and program requirements.
  • Analyze complex case information and recommend appropriate courses of action to support employee reintegration into the workplace.
  • Maintain case files, records, and confidential medical information in accordance with applicable privacy laws and County procedures.
  • Collaborate with departments, supervisors, Risk Management, medical providers, and third-party administrators on employee leave and return-to-work matters.
  • Partner with the Employee Relations Division, legal counsel, and other HR units to ensure alignment on compliance and program objectives.
  • Participate in meetings related to employee accommodations, workers compensation, and workforce management.
  • Interpret and apply federal and state laws and regulations, including the Americans with Disabilities Act (ADA), California Fair Employment and Housing Act (FEHA), Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), and workers' compensation laws.
  • Provide guidance and training to departments, supervisors, and employees regarding leave management, disability accommodation, and return-to-work procedures.
  • Ensure program operations remain current with evolving legislation, regulations, and industry standards.
