About The Position

The City of Wylie's Human Resources Department is seeking a motivated individual to work in a fast-paced environment as their new HR Analyst. The selected candidate will be responsible for performing a variety of duties related to HR functions, including compensation and payroll, benefits, employment, technology, and training. They will provide general support to Human Resources staff and assist citizens and City employees with HR-related matters. Supervision is provided by the Human Resources Director. The Human Resources department works four ten-hour days each week.

Requirements

  • Bachelor's Degree preferred or four years of Human Resources experience, or an equivalent combination of education and experience.
  • Completion of National Incident Management System (NIMS) training courses as outlined by Emergency Management.

  • Experience in a municipal setting is a plus.

Responsibilities

  • Conduct preliminary interviews to ensure application packets are complete.
  • Oversee the development and maintenance of the applicant tracking system.
  • Coordinate and conduct new employee and benefits orientation.
  • Provide assistance with employee benefits communications.
  • Assist with requests for proposals.
  • Conduct and complete a variety of benefit surveys, research and analysis.
  • Monitor monthly claims data.
  • Plan and implement open enrollment for various benefit programs.
  • Act on behalf of employees to resolve benefits issues with vendors.
  • Conduct and complete a variety of salary surveys.
  • Recommend salary adjustments.
  • Develop and modify job descriptions.
  • Analyze and recommend appropriate action for job reclassification requests.
  • Recommend monetary and non-monetary incentive programs.
  • Maintain employee pay/step plans and participate in market study analysis.
  • Perform field audits of positions, as needed/requested.
  • Prepare various compensation reports.
  • Maintain the department’s human capital management system as it relates to hiring, onboarding, performance, and training.
  • Enter data, run reports, and make recommendations for improvements to the human capital management system.
  • Research and recommend utilization of software to make operations more efficient and effective.
  • Monitor and make recommendations to HR’s information on the City’s internal and external sites.
  • Assist with development and delivery of a wide variety of training programs.
  • Provide data entry and legal regulatory compliance for payroll.
  • Provide backup support to the Payroll Specialist.
  • Assist in employee investigations, partnering with supervisors in coaching, disciplinary action, performance management, best practices, and policy and legal regulatory compliance.
  • Oversee testing for entry-level public safety positions and for promotional testing as needed.
  • Maintain testing data.
  • Ensure application packets are complete for public safety positions.
  • Provide backup support to the department, as needed.
  • Develop a wide variety of written materials (e.g. forms, procedures, brochures, pamphlets, etc.) for the purpose of employee communications, documenting standard operating procedures, providing written reference and/or conveying information.
  • Work with consultants on projects.
  • Keep updated on changes in employment law and attend training as related to Human Resources.
  • Coordinate, assist in, and promote employee events.
  • Perform as a responsible steward of the public trust and strive for excellence in public service, enhancing the quality of life for all.
  • Act in a civil, respectful manner at all times to management, co-workers and others.
  • Perform other duties as may be assigned.
