About The Position

The Nevada Department of Veterans Services (NDVS) is recruiting for a Personnel Analyst 2. The duty station for this position will be determined based on the selected candidate and may be located in either Reno or Las Vegas, Nevada. Under the direction of the Personnel Officer, the incumbent will provide professional human resources services to NDVS, statewide. The Personnel Analyst is responsible for interpreting and applying federal and state statutes, regulations, policies and procedures; engaging in employee relations to include disciplinary actions and grievances; conducting recruitments and hiring processes; coordinating FMLA, Workers' Compensation, and ADA requests; coordinating employee work performance standards and evaluation processes; tracking training requirements; creating and distributing reports; supervision of lower level HR support position; and other duties as assigned. The position is required to travel to NDVS offices statewide, up to 25%.

Requirements

  • Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and two years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.
  • Working knowledge of principles, practices, methods of Human Resource administration, of classification, pay, recruitment, examination, selection, performance standards and evaluation, and training; interviewing techniques.
  • Knowledge of organizational structure of state government, its agencies and divisions; position classification.
  • General knowledge of employee relations; the methods of research and analysis; employee recruitment.
  • Skill in interpreting and applying provisions of Nevada statutes, rules and regulations.
  • Skill in analyzing Human Resource problems and recommending solutions.
  • Skill in effectively interacting with all levels of employees and management.
  • Skill in written English sufficient to compose routine business correspondence and reports.

Responsibilities

  • Interpreting and applying federal and state statutes, regulations, policies and procedures

  • Performing journey level work in one or more of the following areas: classification and compensation; recruitment and selection; grievance investigation; and policy development
  • Serving field departments as journey level generalist in support of major divisions or supporting Human Resources Officer with very complex, statewide specialized programs
  • Planning and implementing recruitment and examination activities
  • Reviewing positions and recommending appropriate classification and compensation levels
  • Making presentations before a variety of hearing bodies
  • Providing advice to department management, line departments, or employees on policy and rule interpretation
  • Investigating employee complaints and recommending alternative solutions
  • Conducting research, preparing reports, and presenting findings
  • Performing related work as required
