About The Position

This is an internal job posting for former Multnomah County employees on an active recall list. The Health Human Resources team is responsible for providing professional, quality Human Resource services to the Health Department employees, managers, and partners. The Human Resources Analyst 1 will be an integral part of a closely structured team, providing professional and technical support in various Human Resources areas including operations, administration, time entry, policies and procedures, labor contract interpretation, and specialized Workday support. This position will triage a high volume of questions and inquiries received via email or phone, primarily concerning time entry and Workday functions, assigning them to the correct HR partner or handling them directly based on complexity or sensitivity.

Requirements

  • Education training equivalent to a bachelor's degree.
  • Up to one (1) year of relevant experience that demonstrates the ability to perform the duties of the position.
  • May be required to successfully pass an MCSO background check, which may include fingerprinting.

  • Advanced knowledge of the Oregon Nurses Association collective bargaining agreement, specifically regarding time and absence, compensation, and for a Corrections facility.
  • Experience navigating within Workday or similar HRIS system.

Responsibilities

  • Ensure time/payroll entry is completed, verified, and approved in Workday for the Health Department each pay period.
  • Utilize reporting tools and standard procedures to ensure accurate time entries in Workday.
  • Communicate pertinent information to employees, managers, and supervisors.
  • Attend occasional onsite meetings with employees and/or leadership from divisions, including Corrections Health, to discuss time entry, shifts, and schedules.
  • Triage and process incoming contacts from employees, managers/supervisors, and other County departments regarding time entry, compensation, and other employee-related topics.
  • Analyze and research questions related to time entry, compensation, and other employee-related topics to provide accurate replies based on Workday records or other resources.
  • Document research and actions taken following standard processes or for reporting purposes, potential challenges, requests for information, overpayments/underpayments, etc.
  • Research labor contracts, Personnel Rules, Administrative Guidelines, employment laws, and regulations to respond to requests or complaints.
  • Consult with employees, managers/supervisors, Senior Business Partners, and other County teams to resolve questions and inquiries.
  • Provide follow-up on Workday inquiries; consult with Health HR Analysts and utilize process workflows to address complex issues.
  • Consult with the Workday Admin team for problem-solving, process functionality enhancements, or reconfiguration suggestions.
  • Answer questions and communicate to employees or managers how changes in employee or position status affect other areas like vacation accrual, benefits, over/under payment, etc.
  • Initiate, process, and complete personnel actions including job, data, and compensation changes to support managers and recruiters.
  • Run routine and ad hoc reports for time entry, leave, staffing changes, and others as needed for audits, PECBA requests, collective bargaining negotiations, grievances, etc.
  • Initiate, follow up, and complete Workday actions including personnel information, position management, personnel changes, time entry, and absences.
  • Research and respond to questions regarding seniority challenges, step increases, or other topics from employees, managers, or Labor Relations.
