About The Position

Pittsburgh Community Broadcasting, home to 91.3 WYEP and 90.5 WESA, is seeking an experienced Human Resources & Administration Manager to cultivate an engaged, collaborative, and high-performing workplace while supporting the mission of independent public media. This role involves serving as a trusted advisor to leaders, a resource for employees, a partner to the union, and a key contributor to the operational success of the organization. The position also plays an important role in supporting the Board of Directors and ensuring administrative excellence. The ideal candidate enjoys solving problems, building relationships, navigating complex employee issues, and creating systems that help people thrive.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field (or equivalent experience).
  • 3–5 years of progressive Human Resources experience.
  • At least three years working in a unionized environment.
  • Experience administering collective bargaining agreements.
  • Strong knowledge of employment law, labor relations, and HR best practices.
  • Experience conducting employee relations investigations and resolving workplace issues.
  • Outstanding communication, organization, and relationship-building skills.
  • Experience with HR information systems and workforce reporting.

Nice To Haves

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • Experience working in nonprofit organizations, public media, higher education, or other mission-driven environments.

Responsibilities

  • Lead the day-to-day HR operations and build an outstanding employee experience from recruitment through retirement.
  • Lead recruiting, hiring, onboarding, and offboarding efforts.
  • Serve as the primary HR resource for employee relations, coaching managers, resolving workplace concerns, and supporting employee success.
  • Manage labor relations, administer collective bargaining agreements, partner with union leadership, and support negotiations and grievance processes.
  • Oversee performance management, employee development, leadership training, and workforce planning initiatives.
  • Administer compensation and benefits programs, including open enrollment and leave administration.
  • Ensure compliance with employment laws, HR policies, and organizational practices.
  • Manage HR systems, reporting, and organizational metrics.
  • Support administrative operations, organizational planning, and cross-departmental initiatives.
  • Coordinate Board of Directors administration, governance records, meeting logistics, and required documentation.
