About The Position

The Department of Transportation and Public Facilities (DOT&PF), Statewide Administrative Services, is seeking a Human Resource Technician 3 (Payroll Lead) to join their team. This role is responsible for ensuring the timely and accurate processing, certification, review, and audit of payroll and personnel actions for the department. The position serves as a lead technical resource for payroll and personnel administration, reviewing and certifying transactions, auditing records, resolving discrepancies, and ensuring compliance with all relevant rules, agreements, statutes, regulations, policies, and procedures. The role also involves providing guidance and technical support to team members, managers, and employees, and assisting with complex payroll and personnel issues.

Requirements

  • One year of journey technical level human resource experience (equivalent to a Human Resource Technician 2 with the State of Alaska or elsewhere).
  • OR One year of technical level dispatching experience as an Alaska Marine Highway System Dispatcher with the State of Alaska.
  • OR Two years of postsecondary education (64 semester hours or 96 quarter hours) from an accredited college or university in any field.
  • OR Two years in any combination of postsecondary education (3 semester hours or 4 quarter hours per month) from an accredited college or university and human resources experience at the journey technical level (equivalent to a Human Resource Technician 2 with the State of Alaska or elsewhere).
  • OR Two years in any combination of postsecondary education (3 semester hours or 4 quarter hours per month) from an accredited college or university and technical level dispatching experience (equivalent to an Alaska Marine Highway System Dispatcher with the State of Alaska).
  • Human resource work includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel, payroll, or employee or labor relations.

Responsibilities

  • Review and certify payroll, personnel, and leave transactions.
  • Audit records and resolve discrepancies.
  • Ensure actions comply with applicable Personnel Rules, collective bargaining agreements, statutes, regulations, departmental policies, and established procedures.
  • Provide guidance and technical support to team members, managers, and employees.
  • Assist with researching and resolving complex or sensitive payroll and personnel issues.
