The City of Oakland is currently recruiting for a Senior Human Resources Systems Analyst in Finance Department. As a Senior Human Resources / Payroll Systems Analyst, you will be an integral member of the Department of Finance Payroll Systems Team. You will be key in developing innovative processes and procedures, creating user documentation, and implementing systems solutions for payroll processes. We are looking for someone who is: Self-motivated and knowledgeable. You bring in-depth expertise in Oracle Human Resources and Payroll configuration and related applications. Proactive and resourceful. You take initiative and use available resources to research and resolve problems effectively. A strong relationship builder and communicator. You gather user requirements, translate them into technical system requirements, and serve as a first point of contact for users with escalated issues. A critical thinker and problem solver. You analyze complex technical and administrative information, evaluate alternative solutions, and recommend or implement appropriate courses of action. Organized and detail oriented. You manage a large volume of work with overlapping deadlines while maintaining accuracy and meeting established timelines. Collaborative and independent. You work effectively as part of a team and independently, collaborating with team members across your unit and other departments while exercising sound judgment.

Requirements

  • Bachelor’s degree in computer science, business administration, or a closely related field.
  • Three years of progressively responsible experience as a systems analyst including at least two years involving a payroll/personnel application.

Nice To Haves

  • Experience in Oracle R12 Payroll System
  • Experience in New HRIS System Implementation and other mass system implementations
  • Experience configuring and building new pay elements, tables, and fast formulas
  • Proficient in Oracle SQL & Excel
  • Payroll Certification
  • Understanding of tax regulations and labor laws
  • Strong understanding of relational database structures, data integrity, and normalization principles

Responsibilities

  • Identifying requirements, designing, configuring, developing, testing, and deploying systems functionalities and enhancements.
  • Troubleshooting application and data problems.
  • Producing custom data reports.
  • Performing systems setup and mass systems changes.
  • Developing training programs for users.
  • Serving as a system security administrator and OTL administrator.
  • Serving as a technical resource to both departmental payroll staff and operations unit personnel.
  • Creating user documentation.
