About The Position

The contractor shall provide Human Resource (HR) specialist support services to perform analytical and technical services to the NSWCPD HR Division. Typical areas requiring support include: Labor & Employee Relations, Staffing, Classification, Student Outreach and Recruitment, Workforce Development, Human Resource and Information Systems (HRIS). The contractor shall support the NSWCPD HR office by reviewing and providing recommendations resubject to approval by the Government on regulations, policies, and practices under Title 5, United States Code, and other statutes and legal authorities as applicable to provide informational support to officials, supervisors, and employees as they relate to the HR management principles. The contractor shall provide HR support services to NSWCPD’s Staffing and Classification Branch located in the HR Office. Tasks to be performed include, but are not limited to, assisting with recruitment of new personnel, assisting with placement strategies, job analysis, workforce planning, assisting in the development of position descriptions, assisting with developing appropriate factor levels and grade levels for specific job titles, and assisting with the development of compensation plans. The contractor shall provide comprehensive classification, staffing, recruitment, and placement services, in accordance with all federal laws, rules and regulations. The contractor shall plan, coordinate, develop facts and/or provide resolution support to various problems in one or more HR specialties, and use government computers with office applications to perform operations or to prepare documents containing tables or graphs. The contractor shall support special projects and provide knowledge in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development. The contractor shall provide recommendations to management on organizational design with emphasis on career development principles and practices. The contractor shall perform data entry of Request for Personnel Actions (RPAs) in the Defense Civilian Personnel Data System (DCPDS). Route RPAs into the appropriate Specialist’s inbox in DCPDS and update NSWCPD RPA Tracking System (CRTS) database.
