About The Position

The Human Resource Manager will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance, and implementation of the organization's mission and talent strategy. This role involves overseeing HR staff, ensuring policy adherence, supporting employee development, collaborating on staffing needs, mediating disputes, and managing HR projects and initiatives. The manager will also oversee performance reviews, compensation, and HR administrative processes, while fostering a positive work environment and ensuring compliance with all relevant laws and regulations.

Requirements

  • Bachelor’s degree or higher in a business or Human Resources (HR) field required.
  • 5+ years of HR administrative duties experience
  • 1+ years of HR leadership or management experience, including hiring, supervision, training, policy/procedure development and implementation, and compliance.
  • Excellent written and oral communication and teamwork skills required.
  • Intermediate or higher computer skills including Microsoft Office and HRIS.
  • Effective leadership, project, budgetary, and management skills.

Responsibilities

  • Oversee Human Resources staff.
  • Ensure agency and employee policies are followed and up to date.
  • Support and assist with ongoing development of employee supervision in the agency, including supervisor training, and accountability.
  • Collaborate with department supervisors in identifying staffing needs across the agency and support best practices in recruitment, hiring, and onboarding.
  • Participate in interviews, as needed.
  • Mediate and support department supervisors in creating and delivering corrective actions, participate in the corrective action meetings with the supervisors, and appropriately handle all escalated employment issues including disputes, investigations, and grievances.
  • Collaborate with managers and supervisors on various HR related projects, policy updates, procedure updates, trainings, and initiatives in correlation to the organizational strategy needs.
  • Oversee/monitor processes by which employees are provided annual performance reviews, goal setting, wage increases, overall compensation packages, promotions, etc.
  • Provide oversight or support for internships and practicum placements as a bridge to potential employment.
  • Ensure employees and supervisors are supported regarding HR administrative processes, practices, policies, and accountability.
  • Encourage and demonstrate a positive, respectful, and supportive working environment across the agency.
  • Work closely with finance and payroll staff to ensure compliance with pay/employment laws.
  • Support excellence in staff training agency-wide.
  • Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system.
  • Ensure compliance with all background check requirements and practices.
  • Monitor compliance with BOLI regulations and accreditation requirements, maintain knowledge of applicable laws, maintain knowledge of current best practices, and annually update the Employee Handbook in consultation with Executive Director and Management Team.
  • Oversee employee benefits administration, including renewals, analyzing market data, and ongoing monitoring of all plans.
  • Conduct audits ACA reporting data to ensure their accuracy.
  • Facilitate unemployment benefits claims including attending appeal court hearings as needed.
  • Oversee EEO-1 reporting and support diversity in the workforce.
  • Support HR staff in their facilitation of Worker’s Compensation claims and annual reporting.
  • Provide oversight for staff professional credentialing processes.
  • Compiled data for the agency’s Annual HR Assessment and Employee Utilization review, including staff demographics, turnover, exit data, employee satisfaction data, etc.
  • Provide support and facilitation for employee complaints (grievance procedures) including conducting investigations in compliance with laws and best practices.
  • Ensure with the HR team that paper and electronic personnel files are maintained with all required documentation.
  • Collaborate with agency attorney as needed for high level employee or agency concerns/events.
  • Analyze data to report on various HR metrics for informed decision making including, but not limited to the strategic planning process to assure goals are being met within the department.
  • Assist in other duties as requested by the Director of Finance & Administration and the Executive Director.
