Requirements

  • Bachelor's degree in Human Resources, Business, Public Administration, or related field
  • 4+ years of HR experience
  • Knowledge of employment laws and HR best practices
  • Strong communication, leadership, and organizational skills
  • Ability to maintain confidentiality and manage multiple priorities

Nice To Haves

  • SHRM-CP or similar certification
  • Experience with HRIS and payroll systems
  • Background in local government

Responsibilities

  • Partner with leadership to align HR initiatives with organizational goals
  • Foster a positive, inclusive, and engaging workplace culture
  • Develop and implement HR policies, programs, and best practices
  • Ensure compliance with all federal, state, and local employment laws (EEO, ADA, FMLA, OSHA, etc.)
  • Monitor regulatory changes and advise leadership accordingly
  • Investigate employee concerns and provide recommendations
  • Oversee recruitment, onboarding, employee relations, and retention
  • Manage HR systems (HRIS), employee records, and payroll coordination
  • Maintain organizational charts and employee directory
  • Lead recruitment efforts from job posting through hiring
  • Manage onboarding, orientation, and offboarding processes
  • Coordinate training, professional development, and succession planning
  • Design and administer performance evaluation processes
  • Provide coaching and support to employees and supervisors
  • Promote employee engagement and a positive work environment
  • Administer compensation programs and benefits
  • Support payroll budgeting and HR financial tracking
  • Oversee benefits enrollment and vendor coordination
