About The Position

This is a strategic and hands-on leadership role responsible for designing, overseeing, and administering comprehensive programs and initiatives for statewide compensation structures and job architecture. The position serves as a leader who combines an outside-in customer service philosophy with an agile, data-driven mindset in modernizing programs and systems. The role aims to drive organizational excellence and shape statewide total rewards across Utah state government.

Requirements

Deep knowledge of compensation theory, classification methodologies, and federal and state labor laws.
Demonstrated ability to analyze complex HR metrics, evaluate market trends, and present strategic recommendations to executive leadership.
Strong communication and consulting skills with a proven track record of collaborating across various entities.
Bachelor’s degree in Human Resources or a closely related field or equivalent amount of progressive human resources experience specializing in compensation and/or classification.

Government or public-sector HR experience
Direct supervisory or team leadership experience guiding HR professionals.

Responsibilities

Establishes and maintains competitive pay structures and strategies aligned with organizational goals, state statutes, and market trends.
Initiates and implements changes to existing state policies and procedures as needed.
Provides expert guidance, technical assistance, and data-driven total rewards recommendations to agency leadership and stakeholders to attract and retain talent.
Ensures all programs comply with applicable federal and state laws, regulations, ensuring quality operations, legal compliance, and alignment with the state’s strategic vision and state policies.
Directly supervises and develops a high-performing team of HR specialists while managing team workload and professional development.
