About The Position

This is a professional position reporting to and assisting the Chief of Human Resources with the personnel functions of the Department of Business and Professional Regulation. This role is responsible for guiding the daily operations of part of the Human Resources office, providing supervision and direction/consultation to 2 Human Resources’ staff members. The selected candidate will manage the agency’s employee relations, performance management, FMLA, FSWP, Worker’s Comp, Record management and Time and Attendance programs.

Requirements

  • Direct Employee Relations experience totaling Six (6) years - (Direct experience including providing recommendations pertaining to disciplinary actions, participation in appeals processes and negotiations, FMLA, ADA, and process of complaints and related investigations)
  • Three (3) years of management experience with direct supervision of two or more employees. Such experience must include an authority to approve attendance and leave, evaluate employee performance, recruit, and select employees, develop, and discipline employees, and other supervisory related duties.
  • Experience with working in sensitive and confidential environments.
  • Knowledge of State Personnel system, applicable rules and regulations, and employment contracts between the State of Florida and Labor Unions.
  • Ability to conduct research and identify essential information.
  • Knowledge of the techniques of negotiation.
  • Ability to listen to others and ask questions as appropriate.
  • Ability to arrange, prioritize and report on information in a standardized and easily understood format.
  • Ability to effectively convey information verbally and in writing.

Nice To Haves

  • Bachelor's degree from an accredited college or university which will substitute for four (4) years of the required experience.
  • An interest in public service and human resources.
  • A working knowledge of the State of Florida’s personnel rules and laws.
  • Experience working in a professional Human Resources Office.

Responsibilities

  • Performing all required tasks related to the supervision of employees, as well as planning workflow and objectives and establishing deadlines.
  • Providing appropriate motivation to employees and meeting with staff regularly.
  • Providing assistance to agency officials and their staff by making recommendations.
  • Administering the employee relations program including recommendation pertaining to disciplinary actions, participation in appeals processes and negotiations, and process of complaints and related investigations.
  • Conducting or assisting program managers with investigations and preparing written reports.
  • Administering the EEO/AA, ADA and FMLA programs.
  • Administering the Employee Assistance Program (EAP).
  • Assisting and consulting with the department's legal counsel in the handling of cases involving the department.
  • Providing expert testimony on behalf of the department on personnel and employee relations matters at formal hearings, arbitration, and in depositions.
  • Representing the department by performing liaison activities in the area of labor relations, and matters pertaining to agreements involving labor relations.
  • Periodically reviewing and analyzing policies and procedures and making recommendations for improvements.
  • Handling employee/employer relations questions and concerns on a daily basis in an effort to diffuse differences and solve problems.
  • Interpreting rules, regulations and agency practices for supervisors and employees.
  • Develops and provides training to employees of the agency.
