About The Position

Fairfax County Land Development Services (LDS) is seeking a Human Resource Generalist I to support payroll operations, recruitment, certification management, HR programs, and customer service. This role operates under direct supervision and requires strong analytical skills, independent judgment, and broad HR knowledge. LDS is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.
  • Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
  • The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

  • Candidates who are bilingual in English and another language.

Responsibilities

  • Supervise LDS payroll staff and ensure accurate bi-weekly payroll processing.
  • Review personnel actions, pay adjustments, promotions/demotions, transfers, and acting pay.
  • Conduct payroll audits, prepare corrections, and coordinate with DHR Payroll.
  • Maintain personnel records and develop SOPs and job aids.
  • Support onboarding and offboarding processes, including background checks and NEOGOV tasks.
  • Manage full-cycle recruitment for LDS from requisition through candidate selection.
  • Develop job ads, preferred qualifications, and supplemental questions.
  • Coordinate interviews, train panel members, review documentation, and close out recruitments.
  • Support career fairs and serve as a resource to hiring managers.
  • Oversee LDS certification requirements, track compliance, maintain documentation, and communicate updates to staff and supervisors.
  • Manage LDS awards program and county award submissions.
  • Prepare HR analytics, vacancy reports, and other data using FOCUS, PEAQ, Smartsheet, and related systems.
  • Assist with HR policy development and support ADA and FMLA processes, including eligibility reviews, coding, tracking, and notifications.
  • Provide timely HR support via in-person, phone, and virtual channels.
  • Collaborate across units to ensure efficient service delivery.
