About The Position

THIS WORK MATTERS! This is a Work Out of Class assignment opportunity to fill one full time Human Resource Analyst 2 - Recruiter position in the Department of County Human Services (DCHS). This position is available for current, regular DCHS employees only. If you have questions about your eligibility to apply, please contact the designated recruiter listed below. The expected duration of this assignment is up to two (2) months but not expected to exceed six (6) months. The primary purpose of this role is to provide independent, professional, and strategic consultation to management regarding recruitment, selection, classification, compensation, and knowledge, skills, and abilities reviews. The position leads department-wide equitable practices, manages layoff activities, drives HR quality improvement, and represents the department on countywide committees. As the WOC Recruiter, other duties will include: Plan and execute full cycle recruitment process for assigned divisions Foster and cultivate strong relationships with senior business leaders, hiring managers, applicants and other recruiting partners. Partner with hiring managers to build comprehensive sourcing plans, clarify required job skills and competencies, and use the best sourcing strategies and techniques for each job. This includes writing job announcements and developing interview questions/selection criteria. Promote Multnomah County as an employer of choice by providing excellent customer service to applicants, including keeping them informed of their status throughout the recruitment process and answering applicant’s questions, concerns and/or complaints. Ensure compliance with the Multnomah County Personnel Rules, collective bargaining agreements, and local, state, and federal laws. Use an online applicant tracking system to post job announcements, advertise, and screen for minimum qualifications. Coordinate, schedule, and administer civil service examination processes and interviews. Requirements

  • Bachelor's degree - in lieu of a degree we will consider equivalent related experience
  • Two (2) years human resources or recruitment experience
  • Experience in equitable hiring practices and applying an equity framework in process and decision making
  • Strong written and verbal communication skills, with demonstrated ability to effectively communicate with a diverse range of stakeholders, candidates and staff
