About The Position

The Human Resource Administrator provides comprehensive HR support across all aspects of workforce management within a federally contracted ICE residential facility. This position reports to the Human Resource Manager on site and serves as the primary point of contact for onsite employees for HR needs, ensuring timely assistance and maintaining operational continuity. This role will be operating within a highly regulated, 24/7 contract environment. The HR Administrator is responsible for the full employee lifecycle — from recruitment, onboarding, and credentialing through performance management, training compliance, and separation — in strict accordance with federal contract requirements, DHS standards, and applicable employment law. This role serves as a critical link between facility operations, program leadership, and the contracting government, ensuring that staffing levels, personnel documentation, and employee conduct standards are maintained at all times. The HR Administrator must exercise sound judgment, exceptional discretion, and cultural sensitivity when supporting a diverse workforce serving vulnerable populations. This role requires strong HR operational skills, meticulous attention to detail, knowledge of federal employment and contract staffing requirements, and the ability to function effectively in a fast-paced, high-volume, 24/7 operational environment. All program services must be delivered in a manner sensitive to developmental, cultural, and religious diversity.

Requirements

  • Associate’s or Bachelor’s degree in HR, Business Administration, or related field (or equivalent experience)
  • Minimum 3–5 years HR or administrative experience
  • Experience with personnel file management and HR administrative support functions
  • Strong attention to detail and organizational skills
  • Ability to handle confidential information with discretion
  • Strong communication and interpersonal skills
  • Ability to work in fast-paced, structured environments
  • Employees must be a U.S. Citizen or a Legal Permanent Resident
  • Employment is contingent upon successful completion of the following screening: Federal background investigation (up to and including a Tier 4 DHS clearance), Criminal history check, Verification of employment and education history, Compliance with all government credentialing requirements, Drug Screening
  • Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities.
  • Must be able to speak, read, and write in English
  • Must show proof of eligibility to work in the U.S.
  • Internal background check to the satisfaction of contract requirements.
  • If applicable, Child Abuse/ Neglect Report (CAN) or child protective services check with no adverse findings.

Nice To Haves

Responsibilities

  • Serve as first point of contact for employee questions related to: Policies and procedures, Leave and attendance, General HR inquiries
  • Escalate complex issues to HR Manager
  • Coordinate onboarding logistics, including: Scheduling onboarding activities, Collecting required documentation, Preparing personnel files
  • Ensure all onboarding records are complete and properly filed
  • Work with HR Manager and training team to: Schedule required training sessions, Track completion of onboarding and annual trainings, Maintain training records
  • Maintain accurate and organized employee records, including: Personnel files, Training documentation, Credentialing and compliance records
  • Ensure confidentiality of all employee information
  • Assist with: Timesheet collection and validation, Attendance tracking and documentation
  • Support reporting needs as directed by HR Manager
  • Assist with documentation of: Employee concerns, Disciplinary actions, Investigations
  • Maintain detailed and accurate records of all actions
  • Track and monitor: Background investigation status, Required documentation and certifications
  • Support readiness for audits and inspections
  • Assist in coordinating employee questions with corporate HR related to: Benefits, Payroll
  • Ensure employees are properly directed to appropriate resources
