About The Position

The Housing Program Manager (PM) oversees the implementation and day to day operations of supportive housing services designed for homeless American Indian/Alaska Native adults and families, many of whom have a disability and a history of chronic homelessness. The PM provides oversight of clinical supervisors, and supports them in supervising QMHP and QMHA staff providing housing outreach, placement and retention services in the community. The PM also provides support to the Housing Operations Supervisor as needed, in collaboration with the Housing Services Director. The PM is responsible for extensive collaboration with multiple NARA programs and partner agencies to ensure effective services and compliance with all grants and contracts. In addition, the PM is responsible for ensuring all housing services to NARA clients incorporate an Integrated Care approach that focuses on cultural, physical, and emotional well-being, and recovery from addictions in a holistic wellness program.

Requirements

  • Masters degree in Social Work, Psychology or Counseling or other related field.
  • Meet minimum requirements as a QHMP
  • Minimum five years’ professional experience serving individuals/families experiencing chronic homelessness or experiencing severe and persistent mental illness.
  • Experience with implementing programs providing homeless outreach, housing placement, housing retention, permanent supportive housing, and/or short-term rental assistance to individuals and families experiencing homelessness.
  • Two years’ experience providing clinical supervision
  • Professional experience providing outreach, case management and/or supportive housing services

Nice To Haves

  • Licensure as LCSW, LPC, LMFT, or RN preferred
  • Experience and familiarity with HUD Continuum of Care funding strongly preferred
  • Experience working with Native American/ Alaska Native community is considered a plus.

Responsibilities

  • Provide administrative and clinical supervision for Clinical Supervisors who in turn support Permanent Supportive Housing Specialists, Peer Support Specialists, Homeless Outreach Specialists, and other housing program staff.
  • Provide support to the Housing Operations Supervisor, in coordination with the Housing Services Director, including oversight of fund request processes.
  • Ensure Housing First, Trauma-Informed Care, and Assertive Engagement principles are utilized in the delivery of services.
  • Work in collaboration with recruitment to ensure smooth hiring, orientation, and training of new staff.
  • Facilitate regular housing team meetings to build teamwork, discuss current issues and concerns, and to further collaborate on established goals and deadlines.
  • Oversee the work flow of the program operations.
  • Ensure compliance with grant and contract requirements, including reports and documentation; ensure outcomes are obtained and fidelity to required models of care is maintained.
  • Oversee regular reviews of charts and data collection.
  • In collaboration with the Housing Operations Supervisor, ensure appropriate service data is maintained within multiple database systems, including Athena, HMIS, and RPMS.
  • Collaborate extensively with community partners, property managers and other NARA programs to ensure positive relationships and access to resources for NARA clients. This includes building and maintaining strong relationships with community partners and funders.
  • Work with community to enlist support and feedback for programs.
  • Assist team members with crisis assessment, management, and intervention as needed.
  • Work with Housing Services Director to support programmatic growth and new funding opportunities.
  • Work with Clinical Supervisors to manage personnel actions and evaluations to promote continued professional growth and development among staff.
  • Develop practices for providing effective and efficient services to better serve clients, including data collection workflows, housing assessments and service planning to improve housing projects.
