About The Position

The HSE Manager for PCL Construction, Inc. within Civil West contributes to the team by developing and assisting with the implementation of project HSE and regulatory requirements. This role involves identifying, evaluating, developing, and delivering project-specific HSE training, as well as reviewing project training objectives and action plans. The manager will identify industry statistics and hazards, communicate anticipated changes to project teams, and verify that hazard identification tools are in place, evaluating areas for process improvement. The position also includes overseeing and conducting formal HSE inspections and audits, providing guidance and coaching to project teams and direct reports, and evaluating and verifying appropriate PPE usage. Additionally, the HSE Manager will develop and evaluate the effectiveness of project emergency response plans, execute crisis communication plans, verify equipment and tool inspections, participate in incident investigations, and monitor work injuries to ensure modified work is followed and documented.

Requirements

  • Bachelor’s degree in OH&S or a related discipline.
  • 9 years of experience in a related industry, with direct experience in HSE.
  • 4 years of experience in a supervisory role.
  • Strong knowledge of construction processes and terminology.
  • Strong ability to coach and mentor others.
  • Expert knowledge of OH&S and environmental legislation related to projects/area.
  • Ability to coach and mentor others on HSE processes.
  • Strong communication and presentation skills on HSE topics to senior managers and projects.
  • Unrestricted authorization to work in the United States.

  • CRSP certification preferred (CDN).

Responsibilities

  • Develops and assists with implementation of project HSE and regulatory requirements.
  • Identifies, evaluates, develops, and delivers project-specific HSE training. Assists with the development of project training. Assists with the development of district specific training.
  • Reviews project training objectives and project trend action plans. Identifies industry statistics and hazards and communicates any expected/anticipated changes to project teams.
  • Verifies that hazard identification tools are in place on the project(s) and evaluates areas for process improvement.
  • Oversees and conducts formal HSE inspections and audits.
  • Provides guidance and coaching to project teams and direct reports on audit requirements.
  • Evaluates and verifies that appropriate PPE is being used on project sites. Develops specialized PPE training as required.
  • Develops and evaluates effectiveness of project emergency response plan and executes crisis communication plan for project(s).
  • Verifies that equipment and tool inspections are being conducted and documented as per the program.
  • Participates in the investigation process as per the incident investigation matrix and determines when external resources are required.
  • Monitors work injury and ensures modified work is followed and properly documented.
