About The Position

The HSE Advisor/Construction Safety Officer (CSO) is responsible for supporting the planning, implementation, and monitoring of Health, Safety, and Environmental (HSE) programs for track installation and systems works on the SkyTrain project. The position ensures compliance with applicable regulatory, contractual, and project specific safety requirements and actively promotes a strong safety culture across all site activities.

Requirements

  • High School Diploma: Mandatory.
  • 4–6 years of relevant experience in a safety role.
  • Construction Safety Officer Certification.
  • Valid Class 5 driver’s license. (Mandatory).
  • Strong knowledge of BC Occupational Health and Safety Regulations.
  • Excellent verbal and written communication skills.
  • Proficiency in Microsoft Office software.
  • Working knowledge of heavy equipment and construction processes.
  • Ability to identify hazards and implement effective control measures.
  • Clear and professional communication with multidisciplinary teams.
  • Ability to influence safety culture and lead investigations.
  • Analytical skills to resolve safety issues and recommend preventive actions.
  • Skilled in conducting inductions, toolbox talks, and specialized training sessions.
  • Strong documentation and reporting capabilities for audits and inspections.

Nice To Haves

  • Current First Aid/CPR certifications (preferred).
  • CRSP designation is an asset.
  • Rail safety standards, electrical systems, and signaling protocols.
  • WorkSafeBC, Transport Canada, and environmental compliance requirements.

Responsibilities

  • Ensure compliance with provincial, federal, and project specific HSE regulations, including WorkSafeBC and Transport Canada.
  • Assist in implementing and maintaining the Project Safety Plan and Construction Safety Management System.
  • Conduct Job Hazard Analyses (JHAs), risk assessments, and task specific hazard reviews.
  • Perform daily and scheduled site safety inspections and project level audits.
  • Identify hazards associated with rail work, heavy equipment, confined spaces, working at heights, and energized systems.
  • Verify implementation of hazard controls, including lockout/tagout and permit systems.
  • Audit subcontractors and suppliers for HSE compliance and track corrective actions.
  • Lead or participate in incident and near miss investigations and implement preventive measures.
  • Deliver site orientations, toolbox talks, and safety briefings.
  • Verify worker training, certifications, and competency requirements.
  • Coordinate and participate in emergency response drills and first aid activities.
  • Monitor environmental compliance, including dust, noise, vibration, and spill prevention.
  • Oversee safety during installation, testing, and commissioning of systems and electrical works.
  • Participate in project meetings to communicate HSE issues and safety performance.
  • Support Joint Occupational Safety and Health Committee (JOSH/JHSC) activities.
  • Maintain accurate safety records, reports, and documentation.
  • Assist with injury and claims management, including return to work coordination.
  • Support interactions with WorkSafeBC officers and ensure corrective actions are completed.
