About The Position

Help shape the future of Human Resources through technology, innovation, and data-driven decision making. We are seeking an experienced HRIS professional to lead the administration, enhancement, and strategic direction of our HR and ERP systems while advancing automation, analytics, and AI-enabled solutions. The City is currently implementing a new citywide ERP/HRIS system, and you will serve as Human Resources' primary liaison and functional lead throughout this transformational project. Working closely with HR, IT, Payroll, Finance, and City stakeholders, you'll improve operational efficiency, strengthen data integrity, and support exceptional service delivery across the organization. This role offers the opportunity to lead transformational projects, influence organizational processes, and serve as the subject matter expert for enterprise HR technology. Regular, predictable on-site attendance is required to support ERP/HRIS project work, participate in project team and cross-functional meetings, and collaborate effectively with internal stakeholders.

Requirements

  • Bachelor’s degree in Human Resources, Public or Business Administration, Information Systems Management, Organizational Development, or a related field
  • Four (4) years of experience in Human Resources in one or more major functions, including at least two (2) years in Human Resources Information Systems (HRIS), ERP systems, or business systems analysis, including experience with system configuration, reporting, and process improvement
  • Any combination of relevant education, training, and relevant experience may be substituted on a year-for-year basis

Nice To Haves

  • Experience with enterprise HRIS or ERP systems (e.g. Workday, UKG, Kronos, NEOGOV, SAP SuccessFactors, Oracle, ADP, Paylocity, Paycom, Tyler Enterprise, or similar)
  • Experience serving as a liaison between Human Resources, business units, and IT
  • Experience with AI, data analytics, dashboards, and reporting tools
  • Certification in HR (SHRM, HRCI, PSHRA), HRIS, business or data analysis, or a related field

Responsibilities

  • Serves as the functional lead for HRIS and HRRM-related ERP modules, including system administration, configuration, testing, maintenance, and optimization
  • Acts as the primary liaison between HRRM and IT, translating business processes and operational needs into system requirements, functional specifications, and technology solutions
  • Leads HRIS and ERP-related projects, including system implementations, upgrades, integrations, module rollouts, workflow design, and process automation
  • Collaborates with cross-functional stakeholders (HRRM, IT, Payroll, Finance) to ensure systems effectively support business processes, reporting needs, and compliance requirements
  • Evaluates HRIS and ERP functionality and emerging technologies including artificial intelligence (AI) and automation tools for potential application within HRRM operations (recruitment, onboarding, training, personnel change requests, policy revisions, etc.)
  • Recommends system improvements, new tools, or enhancements to improve service delivery and data utilization
  • Analyzes HRRM business processes and identifies opportunities to improve efficiency and effectiveness through system enhancements, AI tools, and automation
  • Partners with business units and IT to evaluate automation opportunities that improve workflow efficiency, reporting capabilities, and employee experience
  • Supports the evaluation, testing, and implementation of integrations, automations, and features within HRIS, ERP, recruiting, learning management, or employee service platforms
  • Assists in the development and implementation of governance practices related to AI use within HRRM, including data privacy, security, accuracy, and compliance considerations
  • Configures and maintains workflows, business rules, security roles, and user access controls to ensure appropriate system functionality and data security
  • Develops and maintains system documentation, including business process flows, configuration decisions, and user guides
  • Leverages above average proficiency in Microsoft Excel to perform complex HRIS reporting, data analysis, data management, and system audit functions
  • Utilizes intermediate to advanced Excel capabilities—including VLOOKUP/XLOOKUP, INDEX and MATCH, PivotTables, Data Models, advanced filters, conditional formulas (IFS, SUMIFS, COUNTIFS), data validation, complex nested functions, and Power Query—to extract, transform, and analyze large data sets
  • Develops automated templates, dashboards, and audit tools to ensure data accuracy, improve process efficiency, and enhance decision making across HRRM operations
  • Designs and delivers HRRM data analytics, dashboards, and reports; interprets data to provide actionable insights to HRRM leadership and city stakeholders
  • Conducts regular audits of HRIS data to ensure accuracy, consistency, and compliance; implements corrective actions as needed
  • Coordinates with vendors and external partners on system performance, issue resolution, enhancements, and upgrades
  • Assists in the development and delivery of training related to HR systems, data, and processes
  • Provides end-user support, troubleshooting, and training related to HRIS, ERP, and other associated systems
  • Researches and monitors emerging trends, best practices, and innovations in HRIS technology, AI, workforce analytics, automation, and related business systems; evaluates applicability and recommends improvements to support operational effectiveness and strategic goals
  • Serves as a subject matter expert on HRIS and ERP capabilities and constraints, advising HR staff and leadership on system-driven solutions
  • Supports broader HRRM functions (classification, compensation, benefits, recruitment, risk management and compliance) by ensuring systems effectively enable program delivery
  • Provides high-level customer service to internal and external stakeholders
  • Performs other related duties as assigned
