About The Position

The Virginia Department of Conservation and Recreation (DCR) is seeking a professional to support the Transactions Team as an HR Analyst. This role is responsible for the accurate and efficient administration of human resource operations, including payroll processing, personnel file maintenance, data entry into Cardinal, time/leave management, and benefits administration. The position serves as a key HR Office contact, assisting internal and external customers with HR inquiries via phone, in-person, and email. It involves directly handling HR transactions, coordinating onboarding and off-boarding processes, conducting HR orientations, and maintaining personnel records in accordance with state policy. The role also supports the HR Team in areas such as recruitment, benefits, and employee relations. This position is eligible for a hybrid telework schedule, allowing for two days of remote work per week.

Requirements

  • Proficient with Microsoft Office Suite or related software (Word, Excel, Outlook).
  • Considerable experience functioning in a high-volume, fast-paced environment.
  • Considerable experience keying the full range of transactions into Personnel Management Systems.
  • Considerable work experience reviewing, analyzing and reconciling payroll.
  • Ability to prioritize, perform multiple tasks simultaneously, and work independently to meet deadlines with minimal supervision.
  • Strong analytical skills with experience performing reconciliations.
  • Strong problem-solving and decision-making skills.
  • Experience preparing, processing, tracking and filing a large volume of employment and position transactions.
  • Ability to communicate effectively, both verbally and in writing, with diverse individuals and groups.
  • Excellent interpersonal and customer service skills.
  • Excellent organizational skills and attention to detail.
  • Experience delivering training presentations to internal staff.
  • A valid Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.

Responsibilities

  • Serving as the key HR Office contact, assisting both internal and external customers and providing HR answers and guidance daily over the phone, in-person, and via email.
  • Directly handling HR transactions (including keying/entry, analysis, and management of employee data).
  • Coordinating the onboarding process by providing necessary paperwork, information, and managing the off-boarding process, ensuring proper auditing, tracking and procedures are followed.
  • Conducting HR orientation for new hires.
  • Serving as the HR office lead for creating, maintaining, and retaining personnel records in accordance with state policy.
  • Aiding the HR Team in the areas of recruitment, benefits, employee relations, etc.
