About The Position

Under the direction of the Deputy Director of HR Civil Service, with wide latitude for independent initiative and judgment and decision, the Assistant Director, Civil Service Transactions performs a high level of technical, and analytical professional or administrative work of more than ordinary difficulty and responsibility within the talent acquisition program. Responsible for the Civil Service hiring team, the Assistant Director, Civil Service Transactions works with versatility and engages in multiple touch points to perform a range of supervisory duties.

Requirements

• Permanent civil service status in the title of Administrative Staff Analyst to be considered.
• A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
• A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Responsibilities

• Supervise a large group of talent acquisition specialists in civil service hiring and related duties.
• Perform extremely high-level technical and analytical work to ensure that all Civil Service transactions are monitored for timeliness and compliance.
• Plan, manage, monitor, and oversee the scheduling of civil service pools.
• Monitor and oversee the calling of civil service certified lists as needed, the hosting of hiring pools, and the proper disposition of lists.
• Analyze certs against impact analysis to develop a strategic plan with minimal impact on daily operations.
• Create and maintain hiring pool schedule.
• Account for the approval, processing of new appointments, title changes, promotions, demotions, and transfers.
• Account for processing selected civil service candidates for appointments, title changes, promotions, demotions, and transfers.
• Oversee and assist in the processing of DP-72 actions, including review, preparation of forms, tracking approvals in NYCAPS, and updating the database.
• Responsible for processing internal applicants by interfacing with NYCHA departments.
• Update and maintain employee and candidate records as necessary.
• Update personnel actions in NYCAPS, as necessary.
• Oversee schedule of new hire training for required titles.
• Work on special HR projects as they relate to certification issues.
• Ensure compliance with Civil Service Law and the Personnel Rules and Regulations of the City of New York regarding talent acquisition and onboarding.
• Oversee, consult and ensure functionality of systems utilized; assist with testing programs as required.
• Oversee the preparation of monthly certification reports.
• Monitor scheduling onboarding interviews and coordinate pre-employment screenings.
• Ensure timely responses on all Civil Service-related processes.
• Troubleshoot and resolve issues in a timely manner.
• Maximize satisfaction of new hires with onboarding experience.
