Requirements

• Associate's Degree in Human Resources, Business Administration, or related field; or SHRM/HRCI Certification.
• Four or more years of HR and/or Recruitment experience.
• An equivalent combination of education and experience may be considered.
• Driver qualifications are required for this position.
• Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required.
• Candidate must pass a comprehensive MWVCAA background screening prior to employment.
• Successful registration with the Central Background Registry of the Child Care Division.
• Candidate must pass pre-employment and random drug screenings.
• Experience in applicant tracking system software and HRIS required.
• Basic proficiencies in computers, including MS Office (Outlook, Word, Teams, Excel) are required.
• Knowledge of hiring best practices, including interviewing standards and etiquette.
• Ability to communicate effectively, both written and orally, to Program Directors and Hiring Managers.

Nice To Haves

• Bilingual Spanish is not required but may be preferred.

Responsibilities

• Perform high volume recruitment, hiring, onboarding and other essential tasks to ensure adequate Agency program staffing.
• Source talented candidates for open positions.
• Collect applicant and hiring data.
• Ensure a pool of diverse applicants are available to hiring managers supporting Agency service delivery.
• Create, edit and post jobs on various job boards, websites, community locations, and at schools.
• Creatively source applicants to achieve applicant outcomes, including organizing and attending job fairs (stand-alone or in collaboration with other community partners), and phone call or text message campaigns.
• Review job applications in Applicant Tracking System (ATS) to the appropriate programs.
• Update ATS with statuses for each position.
• Monitor the data for each position and update accordingly.
• Place orders for advertising, in publications and online.
• Evaluate effectiveness of sources.
• Advise hiring managers to interview qualified candidates as required under HR guidelines.
• Review and edit interview questions for appropriateness and job-related questions.
• Assist with pre-screening, phone/video or in-person interviews as requested.
• Prepare interview panel packets and collect interview notes from panels.
• Seek advisement from HR Manager upon discovery of inappropriate or discriminatory language and/or materials.
• Collect and review application materials, interview notes, scoring sheets, testing documents for completeness and filing once position is filled and candidates have been notified.
• Create Job Offer letters.
• Verify pay rate.
• Meet with candidates to review job offer letter; assist with the completion of pre-employment screening items, such as drive records, completion of references, and background checks.
• Conduct pre-employment testing as needed, such as skills testing and bilingual testing.
• Identify background checks that may need to be escalated for approval.
• Send pre-adverse action and adverse action letters.
• May assist with completion of clerical tasks such as filing, data entry and scanning of new employee documents such as I-9s, W4s, and policies and scanning hiring documents as needed.
• Follow agency interview panel process, collecting and storing documents when recruitments close.
• Send system emails to applicants and contact candidates regarding candidate status.
• Communicate frequently by telephone, video or in person with all levels of agency staff to provide information and answer questions regarding employment related matters.
• Develop rapport with candidates and present career opportunities that may be attractive and rewarding.
• Refer to manager for complex issues, processes, and policies as they arise.
