The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced, analytical, and results-driven HR professional to serve as the HR Process Improvement and Change Management Analyst within the DBHDS Office of Human Resources Management (OHRM). This position supports OHRM in strengthening the effectiveness, consistency, and efficiency of human resource operations across the Department. The role involves analyzing HR business processes, workflows, and operational practices to identify opportunities for improvement, standardization, and increased efficiency. It also includes developing and maintaining standard operating procedures, process maps, workflows, job aids, and implementation resources to support consistent HR practices. Furthermore, the position supports the successful implementation of HR policies, procedures, programs, systems, and operational initiatives through change-impact assessments, stakeholder engagement, implementation planning, communications, training, and other change-management activities. The analyst will also conduct operational reviews and post-implementation assessments to determine if HR policies, procedures, and processes are implemented as intended and operating effectively, identifying implementation gaps, process risks, and inefficiencies, conducting root-cause analysis, and developing practical recommendations and corrective actions. This position is primarily remote and field-based, with work performed through a combination of approved remote and onsite work at DBHDS facilities and other Department locations based on operational, project, and stakeholder needs. Reporting to Central Office or other designated locations based on business needs may also be required. A valid, unrestricted driver’s license and an acceptable driving record are required. This recruitment is limited to current DBHDS employees due to the position’s need for significant DBHDS-specific institutional and operational knowledge. The successful candidate must possess an established understanding of DBHDS organizational structure, Human Resources operations, agency policies and practices, and the operational environment of Central Office and/or DBHDS facilities. This knowledge is essential to independently evaluate existing HR processes, identify operational and implementation gaps, facilitate process improvements, support organizational change, and assess the effectiveness of HR policies and procedures, and initiatives across DBHDS.
