About The Position

Join our Leave of Absence team and help employees navigate important moments in their lives. In this role, you’ll provide day-to-day administration of FMLA, Minnesota PFML, and other leave programs, including determining eligibility, reviewing documentation, tracking leave, and communicating leave requirements and status to employees and supervisors. We’re looking for a detail-oriented, dependable team member who values adaptability, collaboration, teamwork, and providing excellent customer service. The current vacancies are in the Human Resources Department. The eligibility list created by these vacancies may be used to hire other vacancies in the department or County. To administer and process departmental payroll, benefit related transactions, documents and payroll records, and ensure accurate personnel and payroll records for Ramsey County employees; to respond to internal requests for benefits related information; to implement personnel policies and procedures in accordance with state and federal law, labor contracts and County Human Resources (HR) Department rules, to coordinate unclassified, temporary and seasonal employee recruitment; and perform related duties as assigned. This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.

Requirements

  • High school graduation or equivalent.
  • Five years of clerical experience and one year of experience must be in human resources, payroll, benefits, accounting, budgeting, or equivalent.
  • Equivalent combination of education and related experience.

Responsibilities

  • Enter all departmental personnel transactions and documents for all employees into HRMS software.
  • Complete and doublecheck all departmental personnel transactions and documents to comply with data entry deadlines, personnel rules, union contracts, compensation manual, applicable state and federal laws; perform corrections to transactions forms as required.
  • Provide consultation to staff and management regarding interpretation of the department's use of personnel rules, county policies and procedures, union contract provisions and arbitration awards.
  • Administer employee benefit programs at the department level and enter employee benefit changes.
  • Run queries as assigned for daily, weekly, quarterly and annual reports.
  • Maintain Compliance with County policy, collective bargaining agreements, and state and federal laws.
  • Field and respond to inquiries related to leave of absence, including FMLA, military leave, parental leave, administrative leave, and MN Paid Leave.
  • Enter all departmental personnel transactions and file documents related to leave of absence administration, including paid and unpaid leaves and return from leave.
  • Track requests, use of time, and return status for various employee leaves of absence.
  • Maintain records of employee life cycle transactions and prepare reports of leaves, employment status adjustments, and terminations.
  • Coordinate and train department staff on proper time reporting procedure while on leave of absence.
  • Perform data entry of payroll, benefit, and transaction details for employees on or returning from leave of absence.
  • Maintain employee confidentiality while handling sensitive legal and medical records.
  • Administer employee benefit programs at the department level including leaves of absence, workers' compensation pay, and continuation of insurance coverages.
