About The Position

The primary purpose of this job position is to assist the DSD/DON/Administrator in administering policies and implementing facility orientation. This role supports organizational goals and values by receiving and following schedules and instructions from supervisors, upholding strict confidentiality, and being a team-oriented, results-oriented self-starter. The position involves assisting in the orientation of new employees according to regulations, maintaining knowledge of legal requirements affecting human resources, and assisting with recruitment and on-boarding. Key responsibilities include candidate screening, interviews, scheduling, data entry, and preparing reports on human resources topics. The role also involves preparing or updating employment records, administering benefits programs, working with the Risk Manager on HR/WC cases, scheduling in-services, maintaining attendance records, coordinating the safety program, and documenting drills. Additionally, the position requires promoting good public relations, advertising available positions, and contributing to team efforts. Regular attendance and dependability are essential. This role may also assist with payroll duties, participate in facility surveys, and develop good working relationships with inter-department personnel. A significant part of the role involves managing workflow to ensure accurate and timely payroll processing, monitoring garnishments, updating payroll records, issuing paychecks or electronic transfers, preparing earnings reports, processing manual and termination checks, determining payroll liabilities, monitoring sick and vacation accruals, processing employment verifications, preparing payroll allocation reports, reconciling payroll, and providing payroll information. The role also involves regular audits and corrections to ensure facility compliance and may include supervisor responsibilities for a HR Assistant.

Requirements

  • High School Diploma or equivalent required.
  • Two years of college education preferred.
  • 2 years of administrative experience, preferably within an HR department is highly desirable.
  • Strong interpersonal and customer service skills.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from managers and employees.
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Knowledge in clerical functions and computer literacy.
  • Knowledge of office machines and equipment.

Nice To Haves

Responsibilities

  • Assist in organizing the orientation of new employees according to regulations (philosophy and objectives of care, resident rights, safety, infection control, policies and procedures).
  • Maintain knowledge of legal requirements and government reporting regulations affecting human resource functions and ensure policies, procedures, and reporting are compliant.
  • Assist with recruitment and on-boarding of new employees, including candidate screening, interviews, and scheduling.
  • Assist in data entry of required information.
  • Gather information and prepare reports on various human resources topics.
  • Prepare or update employment records related to hiring, transferring, promoting, and terminating.
  • Administer benefits programs (life, health, dental, disability insurances, pension plans, vacation, sick leave, leave of absence, employee assistance).
  • Work with the Risk Manager on complex HR/WC cases.
  • Ensure that in-services are scheduled timely and posted.
  • Maintain current records of orientation and in-service attendance.
  • Assist in coordinating the safety program and scheduling pre-employment and current employee health examinations and tests.
  • Document and/or coordinate all required Fire/Internal Disaster drills.
  • Be courteous, considerate, and cooperative when communicating with all facility personnel, residents, and the public.
  • Promote and maintain good public relations.
  • Advertise available positions for the facility, as requested.
  • Provide information by answering questions and requests.
  • Contribute to team effort by accomplishing related results.
  • Ensure regular attendance and dependability.
  • May assist with payroll duties.
  • Participate in facility surveys.
  • Develop and maintain a good working rapport with inter-department personnel.
  • Assist in recording all incidents/accidents and file in accordance with established policies and procedures.
  • Agree not to disclose resident’s protected health information and promptly report suspected or known violations.
  • Manage workflow to ensure all payroll transactions are processed accurately and timely.
  • Process and monitor garnishment orders and other issues that impact payroll specifications.
  • Update payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, and job titles, and department/division transfers.
  • Pay employees by directing the production and issuance of paychecks or electronic transfers.
  • Prepare reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
  • Process manual checks.
  • Prepare and process termination payroll checks in appropriate timeframes.
  • Determine payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and worker’s compensation payments.
  • Monitor sick and vacation accruals.
  • Process and complete verification of employment.
  • Prepare payroll allocations reports for the finance team.
  • Reconcile payroll prior to transmission and validate and reports.
  • Balance the payroll accounts by resolving payroll discrepancies.
  • Provide payroll information by answering questions and requests.
  • Maintain employee confidence and protect payroll operations by keeping information confidential.
  • Partner with the assigned HRBP on complex HR cases, providing support and ensuring alignment with organizational policies and objectives.
  • Regularly complete audits and corrections to ensure the facility is in compliance.
  • May have supervisor responsibilities for a HR Assistant.
