About The Position

The Human Resources Officer II serves as an advanced-level HR Generalist within the State Retirement and Pension System's Human Resources Services Unit. This position supports the agency's mission by providing professional, technical, consultative, and administrative human resources services to ensure SRPS is able to recruit, hire, classify, compensate, support, and retain a qualified workforce in compliance with the State Personnel Management System, State Personnel and Pensions Article, COMAR Title 17, Department of Budget and Management policies and procedures, SRPS policies, and applicable federal and State employment laws. The primary responsibility of this position is to independently manage and coordinate recruitment and employment services for assigned SRPS positions, including vacancy intake, recruitment planning, job announcement development, applicant review, certification, selection support, hiring documentation, and onboarding-related HR transactions. This position also performs substantial classification and compensation work, including review of position descriptions, classification requests, reclassification requests, salary actions, acting capacity requests, position updates, and related Workday transactions. In addition to recruitment, employment services, classification, and compensation responsibilities, this position serves as the back-up point of contact for Leave and Benefits Administration to support continuity of employee services. This includes routine leave questions, benefits inquiries, open enrollment support, FMLA coordination, retirement-related referrals, and confidential benefits documentation. The position also provides limited assistance with employee relations matters, HR policy interpretation, performance management support, and serves as a back-up timekeeper for the agency. This position functions with a high degree of independence, discretion, confidentiality, and sound judgment. The incumbent provides technical guidance to hiring managers, supervisors, employees, candidates, and HR staff; interprets and applies HR laws, regulations, policies, and procedures; recommends appropriate courses of action; maintains HR records and reports; and supports the efficient and compliant delivery of HR services across the agency.

Requirements

  • Six years and six months of experience, two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.
  • Paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience.
  • Possession of a Bachelor's degree from an accredited college or university and two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.
  • Possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field.
  • U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.
  • Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Responsibilities

  • Independently coordinates recruitment and employment services for assigned SRPS vacancies and hiring actions.
  • Provides advanced technical guidance regarding State recruitment procedures, eligibility requirements, hiring options, recruitment timelines, and selection documentation.
  • Performs professional classification and compensation work for assigned SRPS positions and personnel actions.
  • Provides guidance regarding classification standards, salary guidelines, position description requirements, compensation actions, and related HR processes.
  • Serves as the back-up point of contact to the primary Leave and Benefits Administration POC.
  • Provides technical and administrative support to ensure continuity of benefits, leave, and employee services operations.
  • Provides HR generalist support and employment services to ensure accurate, timely, and compliant HR operations.
  • Provides limited support to HR leadership in employee relations matters. This position does not serve as the primary employee relations officer but assists with documentation, research, policy interpretation, and process support as directed.
  • Serves as a back-up timekeeper to support agency payroll and timekeeping continuity.
  • Performs other HR duties and special projects as assigned.
