About The Position

A government municipality is seeking an experienced HR Manager for a three-month contract engagement. The HR Consultant will lead human resources operations and act as a strategic partner to leadership, supporting the full scope of the HR function from policy and compliance to compensation, employee relations, and organizational strategy. The ideal candidate brings hands-on labor relations experience and a proven track record working directly with unions in a public-sector or similarly structured environment.

Requirements

  • 3–5 years of progressive HR management experience, including direct labor relations and union experience (required)
  • Demonstrated experience negotiating with and managing relationships with labor unions
  • Strong working knowledge of employment law at the local, state, and federal level
  • Experience administering compensation and benefits programs
  • Proven ability to resolve conflict and mediate sensitive employee relations matters
  • Excellent communication skills, with the ability to act as a trusted liaison between staff and leadership
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field (or equivalent experience)

Nice To Haves

  • Experience in public sector or municipal government HR
  • HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR
  • Experience developing HR strategy at an organizational level

Responsibilities

  • Develop and implement HR policies and procedures that align with organizational goals and legal requirements
  • Administer compensation and benefits programs, ensuring competitiveness and internal equity
  • Serve as a liaison between upper management and employees, fostering clear and consistent communication
  • Lead labor relations efforts, including union negotiations, grievance resolution, and contract administration
  • Support and guide the performance review process across departments
  • Resolve workplace conflicts through fair, consistent, and timely intervention
  • Ensure ongoing compliance with local, state, and federal employment laws and regulations
