About The Position

This is a full-time position that will provide support to the Maryland Board of Nursing (MBON) and all Human Resources and Professional Development functions for the Board. This includes support for 14 Board Members, the Executive Director, Deputy Director, 5 Directors, and 84 permanent, contractual, and temporary employees. The role serves as the Human Resources Liaison between MBON and MDH, handling on-boarding and off-boarding processes, and also functions as the Professional Development Coordinator. The position will advise on, interpret, and apply Merit System policies and procedures related to recruitment, testing, reclassifications, policy and vacancy management, employee relations, temporary employment, and acting capacity appointments for MBON employees. This is a full performance level professional role requiring significant independent decision-making ability.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Two years of administrative staff or professional work.
  • Possession of a motor vehicle operator’s license valid in the State of Maryland (if assigned duties requiring vehicle operation).

Nice To Haves

  • Professional-level experience in human resources administration or management, including responsibility for recruitment and selection, employee relations, performance management, and regulatory compliance.
  • Experience with confidentiality standards, ethical requirements, and separation-of-duties principles related to HR operations.
  • Experience working in Maryland State government, MDH, or another public-sector or highly regulated environment.
  • Experience coordinating or supporting unionized workforces, including grievance processing and contract interpretation.
  • Experience with HR information systems and tracking tools used for recruitment, performance management, and compliance reporting.

Responsibilities
