About The Position

The Maryland Department of Labor is seeking a full-time HR Administrator I for the Office of Administration, Human Resources. This position will serve as the HR Data and Personnel Security Analyst. The Analyst will be responsible for collecting, analyzing, and interpreting data from various HR systems including Workday, Training, Payroll, and JobAps. The role will provide metrics and insights to support management decision-making, design and maintain HR dashboards, reports, and visualizations, and recommend process improvements. The Analyst will also support compliance efforts, ensure HR policies align with employment laws, and conduct statistical analyses to link HR activities with organizational outcomes. Additionally, this role involves reviewing criminal background results from the Criminal Justice Information System (CJIS) to determine suitability for employment.

Requirements

  • Eight years of experience, four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.
  • An additional four years of professional experience in HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.
  • Paraprofessional personnel work experience can substitute for up to four years of the required experience on a year-for-year basis.
  • Possession of a Bachelor's degree from an accredited college or university and four years of professional HR experience can substitute for the required experience.
  • Possession of thirty graduate credit hours from an accredited college or university in HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field can substitute for up to six years of the required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work can substitute on a year-for-year basis for the required experience.

  • Experience and proficiency in Excel, SQL, Power BI, Tableau and HRIS systems

  • Experience interpreting complex datasets, identifying patterns and generating actionable insights

Responsibilities

  • Collecting, analyzing, and interpreting data from multiple sources, including Workday, Training, Payroll, JobAps and other HRIS systems.
  • Formatting data with guidance from senior HR leadership and executive leadership of the Office of Administration.
  • Analyzing data ranging from weekly to annual intervals, including consideration of mitigating variables that impact outcomes.
  • Designing, developing, and maintaining HR dashboards, reports, and visualizations to effectively communicate trends and findings to HR teams and agency leadership.
  • Participating on the HR strategic plan workgroup that monitors milestones and objectives throughout the program year.
  • Utilizing data to support or recommend proactive business process reforms to ensure audit compliance in all areas of human resources.
  • Reviewing criminal background results received from the Criminal Justice Information System (CJIS) in order to determine suitability for employment.
