About The Position

The City of Red Deer is recruiting for an HR Business Advisory Services Manager to fill a permanent full-time position. This role reports to the Chief People Officer and leads the Business Advisory Services team in delivering strategic, integrated HR and Labour Relations solutions. The manager supports City leaders, aligns workforce solutions with organizational priorities, and strengthens HR's role in driving organizational performance and transformation. This management position provides strategic direction and operational oversight to a team of HR professionals who serve as trusted advisors to various internal client portfolios. The role collaborates closely with other HR team members to ensure clients receive a seamless and integrated HR service experience.

Requirements

  • Bachelor’s degree in Human Resources, Business, Industrial Relations, Social Sciences, or a related field.
  • Equivalent combinations of education and experience may be considered.
  • Minimum 8 years of progressively senior HR and LR experience.
  • A strong understanding of employee and labour relations, with experience in a complex unionized environment being desirable.
  • A track record of building high performing engaged and motivated teams.
  • Demonstrated background in organizational development founded in improving institutional effectiveness and health.
  • A history of collaborative work, providing clients with seamless and integrated HR services.
  • Experience leading complex initiatives and projects.
  • Strong business and political acumen and client service orientation.
  • Demonstrated ability to collaborate with and influence employees and leaders at all levels of the organization.
  • A strong sense of ethics, and demonstrated discretion in dealing with sensitive, personal and political issues, often with privacy and confidentiality concerns.

  • In-depth knowledge of Alberta employment and labour legislation.

Responsibilities

  • Provide strategic workforce leadership by delivering client-focused human capital solutions that align with organizational priorities, service delivery objectives, and long-term workforce needs.
  • Serve as a senior HR advisor and trusted partner to leaders on complex employee relations, performance management, organizational design, leadership transitions, and change initiatives.
  • Lead labour relations strategy and union engagement, acting as a key organizational contact and overseeing collective bargaining, grievance resolution, and dispute management.
  • Ensure strong governance, compliance, and risk management, overseeing adherence to employment, labour, health and safety, human rights, privacy, and related legislation.
  • Oversee development and implementation of HR policies, programs, and best practices, translating corporate HR strategy into practical, effective solutions.
  • Lead, develop, and manage an HR advisory team, including hiring, performance management, coaching, workload planning, and succession development.
  • Guide and support organizational change, including restructures, service redesign, workforce planning, and integration initiatives across departments.
  • Drive integration and collaboration across HR functions, Centres of Excellence, internal stakeholders, and unions to deliver cohesive and aligned HR services.
  • Provide strategic decision-making and recommendations, including setting HR priorities, managing budgets, approving corrective actions, and advising senior leadership and Council.
  • Promote a respectful, inclusive, psychologically safe, and healthy workplace, modelling ethical leadership and ensuring compliance with health and safety responsibilities as both worker and supervisor.

Benefits

  • The City of Red Deer offers a competitive remuneration package, including $60.71 to $75.88 per hour ($118,834 to $148,543 per annum).
