About The Position

The Human Resources Service Delivery Division (HRSD) within the Department of Human Resources (DHR) seeks two customer-focused HR Analysts (Talent Specialist) to join the Talent Acquisition Team. These positions will work to fill recruitments, provide county-wide support for new employee onboarding, as well as take an active role in related programs and projects. The successful candidates will have a solid foundation of knowledge in human resources, an enthusiasm for all things talent, and have recruiting as their chosen career. You will champion the workflows that have been developed to increase diversity and remove barriers to our applicants. The individuals selected for these fast-paced roles will provide centralized support to King County agencies who employ a combined 19,000 people. They will bring curiosity to the table and a knack for organization to support solutions and tools that meet the needs of our partner agencies.

Requirements

  • Knowledge of Human resources principles, practices, legal environment, trends, and functions specifically focused on recruitment and selection laws and regulations.
  • Knowledge of Human resources reporting and recordkeeping requirements.
  • Knowledge of Fair employment practices, laws, and regulations; nondiscrimination; Americans with Disabilities Act; civil rights laws; and legislation.
  • Knowledge of Principles, methods, and practical applications of employee recruitment, selection, and placement.
  • Skill in NEOGOV's Insight module or other HRIS and/or ATS systems as used in the recruitment and selection process.
  • Skill in Successful management of full life cycle recruitment projects to include initial consultation with hiring manager or designee, development of skill matrix, documentation of recruitment timeline and coordination of candidate experience.
  • Skill in Research, analysis, and independent thinking.
  • Skill in Production of data and program content reports, and employee information materials.
  • Skill in Presentation delivery to diverse audiences.
  • Skill in Recommendation development on a range of recruitment issues.
  • Skill in Exceptional customer service, verbal and written communication.
  • Minimum of three years in progressively responsible HR roles where performing recruitment activities was a primary function of the assigned duties, OR an equivalent combination of education and experience sufficient to successfully perform the essential job duties.

Responsibilities

  • Manage and perform full-cycle recruitment processes in collaboration with hiring managers.
  • Manage the candidate relationship through the complete recruiting lifecycle.
  • Participate in special projects/recruiting initiatives by applying recruitment standards and best practices in the transformation of recruiting/talent acquisition.
  • Lead onboarding activities and facilitate process improvement, demonstrating strong initiative and independence in the technical aspects of the onboarding process.
  • Identify and address issues proactively, provide clear guidance, and ensure a smooth and seamless experience for all employees.
  • Promote King County as an Employer of Choice through social media and other recruitment strategies.
  • Provide professional support in the efficient use and maintenance of information in the Applicant Tracking System (ATS) NEOGOV.
  • Deliver excellent customer service by responding to inquiries and delivering informational assistance to applicants, employees, and other customers.
  • Manage records by ensuring timely creation, maintenance, and archiving of documents/files, and follow records retention and destruction procedures in accordance with legal requirements.
  • Effectively use Microsoft office suite which includes MS Teams and SharePoint, and other internet-based tools in your daily work.
  • Independently prioritize, plan, coordinate, and implement duties as necessary to support and fulfill hiring needs and accomplish the assigned responsibilities.
  • Make decisions on complex scenarios and routinely utilize discretion and independent judgment demonstrating knowledge in employment rules, practices policies, and laws and apply these independently in the course of daily duties.
